Des actions ont été menées pour chacun des quatre piliers de l’initiative: i) une recommandation du Conseil ciblant l’abandon scolaire précoce, formulée en 2011[20], a stimulé les mesures nationales visant à réduire le taux d’abandon scolaire, et la coopération au niveau européen en matière d’enseignement et de formation professionnels a été renforcée; ii) la modernisation de l’enseignement supérieur a été le thème central d’une communication de la Commission; iii) la mobilité a été encouragée par une série d’instruments, notamment la nouvelle approche intégrée du programme Erasmus+, le passeport européen des compétences ou le programme «Ton premier emploi EURES» destiné à offrir aux jeunes des perspectives sur le marché du travail dans les 28 États membres; iv) pour lutter contre le chômage et l’inactivité des jeunes, une recommandation du Conseil[21] sur l’établissement d’une garantie pour la jeunesse[22] a été adoptée, et des programmes de garantie pour la jeunesse ont été lancés – ils peuvent recevoir l’appui des fonds structurels et d’investissement européens et de l’Initiative pour l’emploi des jeunes, en faveur des États membres dont certaines régions affichent un taux de chômage des jeunes supérieur à 25 %.
Actions were deployed in each of the four pillars of the initiative: (i) a Council Recommendation targeting early school leaving was formulated in 2011[20] and gave impetus to national action to reduce dropout rates, and cooperation at European level in the field of vocational education and training was strengthened; (ii) modernising higher education has been at the core of a Communication from the Commission; (iii) mobility was fostered through a range of instruments, notably the new integrated approach of the Erasmus+ programme, the European Skills Passport or the scheme "Your First EURES job" aimed at providing labour market opportunities for young people in the 28 Member States; (iv) to fight against youth unemployment and inactivity, a Council Recommendation[21] establishing Youth Guarantees[22] was adopted and Youth Guarantee schemes were launched – they can be supported by the European Structural and Investment Funds and the Youth Employment Initiative, for Member States with regions showing a youth unemployment rate of above 25%.

With a total of EUR 15 million, this programme follows on from the first Programme of Support to the Association Agreement and the Transition Process (P3AT) of EUR 10 million adopted on March 2012 which made it possible to finance eight priority actions in the following areas: the constitutional process, the fight against torture, support for Tunisian radio, the prevention of violence against women, the protection of migrants/asylum seekers, and the process of recovering currency assets held by clan associates of the former President Ben Ali that have been frozen in foreign banks following the fall of the regime in January 2011.

He has also decided on the choice of a body which will assist the Commission in setting up the European Observatory for innovation and rural development, a support structure for Community projects in rural development.

European network for rural development At the same time as approving the first Leader II programmes, Mr Fischler also decided, as the result of a call for tenders, on the choice of a body which will assist the Commission in setting up the European Observatory for innovation and rural development and will take on a series of administrative and coordination tasks connected with the operation of the European Network for rural development which is the focus for the Leader II Initiative. The benefits provided by this body will be as follows: - collecting, preparing and disseminating information concerning, firstly, all the Community actions for rural development and, secondly, the innovative and demonstration schemes financed by the Leader II Initiative or from other sources; - making use of and processing the evaluation work relating to each regional or national Leader II programme; - running the European Network for rural development, through the medium of advanced communication techniques (electronic mail), various publications, meetings and events, and providing technical support for national networks and non-governmental organizations necessary for the smooth operation of Leader II; - providing technical assistance to government services and regional and local authorities in the field of rural development; - providing technical assistance to facilitate the launching of transnational rural cooperation projects planned under Leader II. Commenting on these decisions, Mr Fischler said: "I am happy to see Leader II, the new Community Initiative for rural development, now taking shape. I wish it all success, just as Leader I was successful.

La contribution communautaire à ces projets s'élève à 16 millions d'Ecus pour une période de 3 ans. Deux programmes ont été mis en marche. Un premier d'appui au Secrétariat Administratif du MERCOSUR (siégeant à Montevideo) et un second créant un Fonds d'appui à la Présidence en exercice du MERCOSUR pour permettre l'échange d'experts entre les deux processus d'intégration (couvrant les domaines de coopération non inclus dans les trois domaines prioritaires).
