1. Companies shall monitor and report for every ship the amount and type of fuel consumed during a calendar year within each port under the jurisdiction of a Member State and for each voyage arriving to and departing from a port located under the jurisdiction of a Member State in accordance with paragraphs 2 to 6.

Le présent règlement établit des règles pour la surveillance, la déclaration et la vérification précises des émissions de dioxyde de carbone (CO2) des navires à destination et en provenance de ports relevant de la juridiction d’un État membre, ainsi que d’autres informations utiles en rapport avec le climat, afin de promouvoir la réduction des émissions de CO2 du transport maritime dans des conditions économiquement avantageuses.
This Regulation lays down rules for the accurate monitoring, reporting and verification of carbon dioxide (CO2) emissions and other climate relevant information from ships arriving at, within or departing from ports under the jurisdiction of a Member State in order to promote the reduction of CO2 emissions from maritime transport in a cost effective manner.

À compter du 30 juin 2019, les navires à destination ou au départ d’un port relevant de la juridiction d’un État membre ou se trouvant dans un tel port conservent à bord un document, délivré conformément à l’article 17, certifiant que le navire a respecté les obligations de surveillance et de déclaration pendant la période de déclaration concernée.
From 30 June 2019 ships arriving at, within or departing from a port under the jurisdiction of a Member State shall carry on board a valid document certifying the ship's compliance with the reporting and monitoring obligations for the concerned reporting period, issued in accordance with Article 17.
