18. rappelle les objectifs ambitieux de la stratégie Europe 2020 et souligne la nécessité de présenter des propositions législatives ambitieuses afin de mettre en œuvre le paquet "Climat et énergie", en particulier en vue d'une croissance inclusive et de la transition vers une économie durable et efficace sur le plan énergétique; invite la Commission à articuler le nouveau programme d'investissement de l'Union autour de ces objectifs; espère, dans la perspective du prochain examen à mi-parcours de la stratégie, que les priorités sociales et environnementales seront mieux prises en considération, qu'elles seront placées sur un pied d'égalité avec les considérations économiques et financières et que la cohérence politique et opérationnelle sera assurée entre la stratégie et le nouveau plan d'investissement; souhaite que l'Union européenne joue un rôle moteur dans les négociations sur le climat lors de la 21 Conférence des Nations unies sur les changements climatiques, qui se tiendra à Paris à la fin de l'année 2015;

Recalls the ambitious objectives of the Europe 2020 strategy and underlines the need to bring forward ambitious legislative proposals to implement the 2030 Climate and Energy Package, in particular for inclusive growth and the transition to a sustainable and energy-efficient economy; calls on the Commission to design the EU’s new investment agenda around these objectives; expects, in view of the forthcoming mid‑term review of the strategy, social and environmental policy priorities to be more broadly reflected and put on a par with economic and financial considerations, and political and operational coherence to be achieved between the strategy and the new investment plan; wants the EU to play a leading role in the Paris COP 21 climate negotiations at the end of 2015;

Je suis donc favorable à la résolution qui stipule, entre autres, que «même si les États membres devraient conserver leur droit souverain d'opérer des choix stratégiques concernant leur palette énergétique, d'exploiter leurs ressources énergétiques et de définir les structures d'approvisionnement, il est nécessaire d'élaborer des dispositions concrètes, qui seront incluses dans les traités, en vue d'établir une politique étrangère commune dans le domaine de l'énergie portant sur la sécurité de l'approvisionnement, le transit et les investissements liés à la sécurité énergétique, la promotion de l'efficacité énergétique et des économies d'énergie ainsi que des sources d'énergies propres et renouvelables, en particulier dans le cadre des relations avec des pays dont la consommation énergétique croît rapidement». Toutefois, comme pour l’idée d’un haut représentant pour la politique étrangère dans le domaine de l'énergie, cette dimension doit être incluse dans le travail du haut représentant pour les affaires étrangères et la politique de sécurité, car je ne crois pas qu’une approche plus spécifique se justifie.
I therefore agree with the resolution where it states that ‘whilst the Member States should retain their sovereign right to make strategic choices concerning the energy mix, to exploit their energy resources and to decide on the supply structures, there is a need to [promote a common approach and not necessarily a single policy] covering security of supply, transit and investment related to energy security, and the promotion of energy efficiency and energy savings as well as clean and renewable energy sources, particularly in relations with countries whose energy consumption is growing rapidly’. However, as for the idea of a High Official for Foreign Energy Policy, this dimension must be included within the work of the High Representative for Foreign Affairs and Security Policy, as I do not believe that a more specific approach than this makes any sense.

The conclusion of the Commission's opinion was that the proposed legislation would seriously jeopardize the aims of the Community road transport policy in that: - other Member States, seeing their vehicles discriminated against, would be provoked into unilaterally adapting counter-measures; - it would further delay the adoption of Commission proposals; - it would mean new border controls if the road charge was payable at the frontier; -2- - the negotiations on transit problems, including vehicle taxes and road charges, with Austria, Switzerland and Yugoslavia would be endangered.
