1. La politique commerciale commune est fondée sur des principes uniformes, notamment en ce qui concerne les modifications tarifaires, la conclusion d'accords tarifaires et commerciaux relatifs aux échanges de marchandises et de services, et les aspects commerciaux de la propriété intellectuelle, les investissements étrangers directs, l'uniformisation des mesures de libéralisation, la politique d'exportation, ainsi que les mesures de défense commerciale, dont celles à prendre en cas de dumping et de subventions.
1. The common commercial policy shall be based on uniform principles, particularly with regard to changes in tariff rates, the conclusion of tariff and trade agreements relating to trade in goods and services, and the commercial aspects of intellectual property, foreign direct investment, the achievement of uniformity in measures of liberalisation, export policy and measures to protect trade such as those to be taken in the event of dumping or subsidies.

In cooperation with the Member States, the Commission and the High Representative will: · Work towards a coherent EU International cyberspace policy to increase engagement with key international partners and organisations, to mainstream cyber issues into CFSP, and to improve coordination of global cyber issues; · Support the development of norms of behaviour and confidence building measures in cybersecurity. Facilitate dialogues on how to apply existing international law in cyberspace and promote the Budapest Convention to address cybercrime; · Support the promotion and protection of fundamental rights, including access to information and freedom of expression, focusing on: a) developing new public guidelines on freedom of expression online and offline; b) monitoring the export of products or services that might be used for censorship or mass surveillance online; c) developing measures and tools to expand Internet access, openness and resilience to address censorship or mass surveillance by communication technology; d) empowering stakeholders to use communication technology to promote fundamental rights; · Engage with international partners and organisations, the private sector and civil society to support global capacity-building in third countries to improve access to information and to an open Internet, to prevent and counter cyber threats, including accidental events, cybercrime and cyber terrorism, and to develop donor coordination for steering capacity-building efforts; · Utilise different EU aid instruments for cybersecurity capacity building, including assisting the training of law enforcement, judicial and technical personnel to address cyber threats; as well as supporting the creation of relevant national policies, strategies and institutions in third countries; · Increase policy coordination and information sharing through the international Critical Information Infrastructure Protection networks such as the Meridian network, cooperation among NIS ...

14. to prepare for its implementation together with Ukraine so that commitments that have not been backed up by preconditions and will not deliver immediate rewards, especially in the field of animal welfare, become reality and have a substantial impact in the long run; to call for the Free Trade Agreement to lead in the end to a full dismantling of the tariff barriers in every sector of industry with no negative listings or import quotas, and therefore both export taxes and import and export restrictions to be effectively eliminated; to provide Ukraine with post-liberalisation adjustment funds, as foreseen in the ENP National Indicative Programme for 2011-2013, and with technical assistance with customs issues and adapting geographical indications;
