Similar disorders developing in the presence of epilepsy or other brain disease should be classified under F06.2, and those induced by psychoactive substances under F10-F19 with common fourth character .5.

I believe that the formula proposed by the Commission is more coherent and gives greater respect to the previous Directives, and shows a greater degree of common sense – that it is the national authority which has the best knowledge of the applicable national law, of which it should inform the investor – and that, above all, it presents the least risks, because the absolute freedom formula, in my opinion, opens up a competition, a race between the supervisory authorities to make things too easy and attract investors who would be a threat to legal certainty.

L'accès à l'information en matière environnementale doit être considéré comme un des piliers essentiels d'une politique environnementale effective parce qu'elle contribue à une plus grande sensibilisation du public sur les questions environnementales, parce qu'elle améliore ainsi la protection et la qualité de l'environnement, parce qu'elle permet d'opérer un contrôle plus efficace pour savoir si l'application de la législation communautaire en matière d'environnement est pleine et effective, et, enfin, parce qu'elle permet aux citoyens de participer de manière plus efficace à la prise de décisions environnementales susceptibles d'influencer leur vie.
Access to environmental information should be regarded as one of the essential pillars of an effective environmental policy, because it helps to make the public more aware of environmental issues, thus improving environmental protection and the quality of the environment. It does this by facilitating more effective checks on whether Community environmental legislation is being fully and properly implemented, and, lastly, because it allows the public to play a greater part in environmental decision-making likely to affect their own lives.

En effet, si la Charte était amendable, si l'on rappelait qu'elle est muette sur les devoirs et lacunaire sur les droits, ce serait plus facile. La Charte est trop faible dans la défense de la famille naturelle, dans la protection de l'enfance ; elle ignore la nécessité de règles pour toutes les nouvelles technologies concernant l'information mondiale ; elle crée une discrimination entre l'instruction privée et l'instruction publique ; elle ne parle pas, dans la défense de l'environnement, de la protection de la santé et des droits des animaux ; elle est générique pour ce qui est de la défense des consommateurs et laisse la porte ouverte à la commercialisation d'aliments gravement nocifs pour la santé.
In fact, if it were possible to amend the Charter, if it were admitted that the Charter does not provide for duties and does not provide fully for rights, things would be easier: the Charter does not go far enough in protecting the natural family or safeguarding children; it disregards the need for rules to regulate every new global information technology; it discriminates between private and public education; with regard to safeguarding the environment, it disregards the protection of health and animal rights; it is too general with regard to consumer protection and leaves the door open to the marketing of extremely harmful foodstuffs.
