Other Union priorities which have been allocated funding in the new multiannual financing programming reflect the Union's higher profile on the international scene, the modernisation of the Community's administration and the development of certain internal policies (trans-European networks, research and innovation, education and training, application of new environment-friendly technologies, small and medium-sized enterprises).

Rejects the Council's argument that the proposed cuts correspond to under-implemented or low-performing programmes, since Council's cuts in commitments affect mostly the implementation capacity of a new generation of multiannual programmes which have not yet started; furthermore, Council's cuts in payments affect mostly the completion of programmes that have shown not only good implementation rates but even over-implementation (e.g. the Common Strategic Framework for Research and Innovation, Galileo, Customs and Fiscalis under Heading 1a, ESF, ERDF and the Cohesion Fund under Heading 1b); emphasises in particular that such cuts in payment appropriations completely disregard the multiannual character of the Union's policies, and of cohesion policy in particular; underlines the fact that 52 % of the payment appropriations requested in the 2014 draft budget are devoted to the completion of programmes under the 2007 - 2013 MFF;

Reiterates, however, its position, as set out in its aforementioned resolution on the MFF of 13 March 2013, that the consent vote on the MFF Regulation cannot be granted unless there is an absolute guarantee that the outstanding payment claims for 2013 will be covered in full; expects the Council, therefore, to take a formal decision on Draft Amending Budget 2/2013 for an amount of EUR 7,3 billion, no later than the Ecofin Council to be held on 9 July 2013; insists that the Council stick to its political commitment to adopt without delay a further amending budget to avoid any shortfall in payment appropriations that could lead to a structural deficit in the EU budget at the end of 2013; states that Parliament will not give its consent to the MFF Regulation or will not adopt the Budget 2014 until this new amending budget, covering the remaining deficit as identified by the Commission, has been adopted by the Council;

Recalls that it adopted by an overwhelming majority the report of the Special committee on the Policy challenges and budgetary resources for a sustainable European Union after 2013 (SURE) in its resolution of 8 June 2011, the contents of which remain fully valid and which is to be seen as its negotiating position for the next MFF 2014-2020; restates that it will not be possible to meet the political goals of the Union without adequate financing from a robust EU budget; stresses that the Europe 2020 Strategy, endorsed by all 27 Member States, should help the Union recover from the crisis and emerge stronger through job creation and smart, sustainable and inclusive growth; reaffirms its position against any proposal that would not allow the Union to fulfil its role and meet the political commitments already made or to respond to new responsibilities;
