To that end the objectives fixed by the multiannual guidance programmes IV (MAGP IV) for each fleet segment, as established in the Annex to Commission Decision 2002/652/EC of 29 July 2002 amending Decisions 98/119/EC to 98/131/EC in order to prolong the multiannual guidance programmes for the fishing fleets of the Member States until 31 December 2002(4), should be considered as reference levels for, or the upper limit to, the expansion of fleets registered in the French overseas departments, the Azores and Madeira.

Welcomes the Social Partners Summit which was convened within the framework of the Barcelona Summit and the intention to have a Social Summit every year preceding the Spring European Councils; takes note of the invitation to social partners to produce an annual report on their efforts at national and European level in the Employment strategy to be presented to this Summit, but stresses the autonomy of the European social partners as to the content of the multiannual programme to be presented in December 2002; calls on the Commission, the Council, the ECB and the social partners to improve the macro-economic dialogue by a combination of productivity oriented wage policies and a monetary and financial policy designed to strengthen economic recovery, so that both elements support the push for full employment; calls for macro-economic dialogue to be stepped up further so that it can make a contribution to setting up the BEPG;

In conclusion, your rapporteur congratulates the Commission on the quality of the annual report to the Council and to the European Parliament on the results of the multiannual guidance programmes for the fishing fleets at the end of 1996 and on the efforts made over the past years to harmonize and perfect the units of tonnage measurement and data recorded in the Community register of vessels, and urges that institution to submit proposals aimed at harmonizing the units used for measuring power.
