Welcomes the decision of the Council to conduct the operation EUFOR Libya in support of humanitarian assistance operations if requested by UN OCHA; appeals to the Council to provide immediate humanitarian support to Misrata and other population centres, specifically by naval means; is profoundly concerned about the increasing number of victims of the conflict in Libya and the Gaddafi regime's reported use of cluster munitions and other arms against the civilian population; deeply regrets that the mandate of EUFOR was limited to humanitarian aspects when there was a clear case for the EU to take the lead in maritime surveillance (embargo enforcement and assistance to Frontex) and in humanitarian assistance and protection of civilians in Libya; recalls in this regard its resolution of 10 March 2011 calling on the HR/VP to explore the option of enforcing the embargo by using air and naval CSDP assets; regrets the decision of some Member States to veto a broader mandate for EUFOR Libya while at the same time conducting such operations on their own; calls for a start to be made on planning a potential CSDP operation in the medium to long term in Libya in the areas of security sector reform, institution-building and border management;

D. the Thessaloniki European Council of 19-20 June 2003 reaffirmed the commitment to full implementation of the Thessaloniki agenda, and the Brussels European Council of 15-16 June 2006 reaffirmed the intention to honour the existing commitments made to the South-East European countries (Turkey and Croatia, countries with which accession negotiations are underway, the Former Yugoslav Republic of Macedonia/FYROM, as candidate country, and the Western Balkans countries, as potential candidates) concerning enlargement, while emphasising the need to ensure that the Union "is able to function politically, financially and institutionally as it enlarges",

9. demande au Conseil et aux États membres de faire en sorte que les travaux entrepris jusqu'à présent dans le cadre du programme intersessions au cours de la période 2003-2005 et les efforts déployés pour aborder et promouvoir la compréhension mutuelle ainsi que des actions concrètes fassent l'objet d'un examen et que des décisions soient prises quant à leur suivi, notamment en ce qui concerne: le renforcement des moyens disponibles sur le plan international pour répondre à des allégations d'emploi d'armes biologiques ou à toxines ou de poussées suspectes de maladies, enquêter sur les faits et, le cas échéant, en atténuer les effets; l'intensification et l'élargissement des efforts institutionnels nationaux et internationaux et des mécanismes existants dans les domaines de la surveillance, du dépistage et du diagnostic des maladies infectieuses touchant les êtres humains, les animaux ou les plantes, ainsi que dans le cadre de la lutte contre lesdites maladies; la teneur, la promulgation et l'adoption de codes de conduite destinés aux scientifiques dans le domaine ayant trait à la BTWC, de manière à sensibiliser à la BTWC et à aider les acteurs concernés à remplir leurs obligations légales, réglementaires et professionnelles ainsi qu'à respecter les principes éthiques;

Calls on the Council and Member States to promote consideration of, and decisions on further action on, the work undertaken to date under the intersessional programme during the period 2003 to 2005 and the efforts to discuss and promote common understanding and effective action in particular on: enhancing international capabilities for responding to, investigating and mitigating the effects of cases of alleged use of biological or toxin weapons or suspicious outbreaks of disease; strengthening and broadening national and international institutional efforts and existing mechanisms for the surveillance, detection, diagnosis and combating of infectious diseases affecting humans, animals and plants; the content, promulgation and adoption of codes of conduct for scientists in the field relevant to the BTWC in order to raise awareness of the BTWC and to help relevant actors to comply with their legal, regulatory and professional obligations and ethical principles;

Les entreprises et industries européennes, les citoyens européens et l’Union européenne en tant que telle doivent être capables de digérer, tant sur le plan institutionnel que psychologique, les conséquences de l’élargissement. Both institutionally and psychologically, Europe’s businesses and industries, Europe’s people and the European Union itself must be capable of absorbing the impact of enlargement; this is a criterion that we must apply in the forthcoming enlargement rounds involving Romania and Bulgaria, both of which will, I hope, meet the requirements in good time.
