S'appuyant sur les conclusions du Conseil européen de Lisbonne et l'initiative « eLearning : Penser l'éducation de demain », la Commission prévoit d'adopter un plan d'action eLearning en mars 2001 pour mobiliser tous les programmes et instruments communautaires appropriés afin de répondre au déficit des compétences numériques et de promouvoir la culture numérique pour tous en Europe.
Building on the conclusions of the Lisbon European Council and the eLearning: Designing Tomorrow's Education" initiative, the Commission intends to adopt the eLearning action plan in March 2001 to mobilise all relevant Community programmes and instruments to accelerate the implementation of the eLearning initiative in particular to address the ICT skills gap and promote digital literacy for all in Europe..

IT accreditation, a component of the overall e-Europe initiative, has been addressed by the High Level Group on the employment and social dimension of the information society; it identified the European Computer Driving Licence (ECDL) as one possible accreditation scheme and asked that the future direction of a European basic IT skills diploma should be further elaborated under the 'eLearning Action Plan' as envisaged there.
