3. OLAF may carry out investigations, including on-the-spot checks and inspections, in accordance with the provisions and procedures laid down in Regulation (EU, Euratom) No 883/2013 and Council Regulation (Euratom, EC) No 2185/96 with a view to establishing whether there has been fraud, corruption or any other illegal activity affecting the financial interests of the Union in connection with a grant agreement or grant decision or a contract funded by the Agency.

Cette initiative devrait aider les jeunes sans emploi et ne suivant ni enseignement ni formation (ci-après dénommés "NEET") de ces régions, qu'ils soient inactifs ou chômeurs, contribuant ainsi à soutenir et à accélérer la mise en place d'activités bénéficiant d'un concours financier du FSE.
The YEI should support, in such regions, young persons not in employment, education or training (NEET), who are unemployed or inactive, thereby reinforcing and accelerating the delivery of activities supported by ESF funding.

2. Les activités bénéficiant d'une contribution financière communautaire au titre des programmes mis en place par les décisions visées au paragraphe 1 et les obligations financières qui s'y rattachent demeurent régies jusqu'à leur achèvement par les règles applicables à ces programmes.

As the Union is in a better position than Member States to address cross-border situations and to provide a platform for common approaches, activities eligible for support under this Regulation should contribute in particular to strengthening national and Union capabilities as well as cross-border cooperation and coordination, networking, mutual trust and the exchange of information and best practices.
