S'inspirant de ces principes fondamentaux, les auteurs de la convention ont souligné les risques de l'inaction, rappelant que la paix et la sécurité internationales pourraient être menacées par la perpétuation de la discrimination fondée sur la race, la couleur et l'origine ethnique, et que cette discrimination pourrait faire «obstacle aux relations amicales et pacifiques entre États» et nuire à l'harmonie des rapports entre personnes vivant côte à côte dans un même État.
Rooted in these core principles, the framers of the convention went on to note the dangers of inaction. International peace and security, they believed, could be compromised by ongoing discrimination on the grounds of race, colour and ethnic origin, discrimination that could be " an obstacle to friendly and peaceful relations among nations" and which might disturb the harmony of persons living side by side within one and the same state.
