Recommends to the Council the issuance of authorisations to negotiate comprehensive EU-level air transport agreements with the following countries and regions: China, ASEAN (Association of Southeast Asian Nations), Turkey, Saudi Arabia, Bahrain, UAE (United Arab Emirates), Kuwait, Qatar, Oman, Mexico and Armenia.

4. constate que l'Arabie saoudite est membre du Conseil des droits de l'homme jusqu'en 2016; condamne fermement les violations généralisées des droits de l'homme commises par le royaume d'Arabie saoudite; condamne notamment les 47 récentes exécutions dans le pays, dont celle du cheikh Nimr Al-Nimr, et s'inquiète de la montée des tensions dans la région en réaction à ces exécutions; réitère son appel à l'abolition universelle de la peine de mort et appelle à un moratoire immédiat sur l'exécution des peines de mort dans ce pays; condamne le fait que l'Arabie saoudite continue d'appliquer la peine de mort pour un large éventail de situations qu'elle considère comme des crimes, notamment l'homosexualité, les infractions relatives aux drogues, l'apostasie ou la sorcellerie; demande instamment aux autorités saoudiennes d'arrêter l'exécution de tous les châtiments corporels dans le pays et de transposer dans la législation nationale les normes internationales en matière de droits de l'homme; demande de la même manière aux autorités saoudiennes de libérer immédiatement tous les prisonniers de conscience, notamment le bloggeur Raïf Badawi;
4. Notes that Saudi Arabia is a member of the HRC until 2016; strongly condemns the widespread human rights violations committed by the Kingdom of Saudi Arabia; condemns in particular the 47 recent executions in the country, including that of Sheikh Nimr Al-Nimr, and is concerned about the increasing tension in the region in response to those executions; calls again for universal abolition of the death penalty and calls for an immediate moratorium on the implementation of death penalties in Saudi Arabia; condemns the fact that Saudi Arabia continues to apply the death penalty for a wide range of situations that are treated as crimes, such as homosexuality, drugs offences, apostasy and witchcraft; urges the Saudi authorities to end all corporal punishment in the country and to incorporate international human rights standards into national legislation; calls, likewise, on the Saudi authorities to immediately release all prisoners of conscience, in particular the blogger Raïf Badawi;

B. whereas the EU is Saudi Arabia’s main trading partner with 15 % of total trade and KSA is the 11 -largest trade partner for the EU; whereas a large number of EU companies are investors in the Saudi economy, especially in the country’s petroleum industry and KSA is an important market for the export of EU industrial goods in areas such as defence, transport, automotive, medical and chemical exports;

L. considérant que l'indice d'inégalité de genre 2012 du PNUD classe l'Arabie saoudite à la 145e position sur 148 pays, ce qui en fait un des pays du monde où l'inégalité de genre est la plus répandue; considérant que le rapport mondial de 2012 sur les différences entre les sexes (Forum économique mondial) classe la participation des femmes au marché du travail au RAS parmi les plus faibles au monde (133e position sur 135 pays);
L. whereas the UNDP 2012 Gender Inequality Index (GII) ranks Saudi Arabia 145th out of 148 countries, making it one of the world’s most unequal countries; whereas the Global Gender Gap Report 2012 (World Economic Forum) ranks women’s labour market participation in KSA as one of the weakest in the world (133rd out of 135 countries);

5. invite le Conseil et les États membres à initier et à soutenir des résolutions sur les violations des droits de l'homme qu'il a dénoncées dans ses propres résolutions, notamment dans les régions ou pays suivants : Arabie Saoudite, Belarus, Chine, Egypte, Iran, Israël, Nigeria, Russie, Sahara occidental occupé, Soudan, Tunisie, Turquie, Zimbabwe;
5. Invites the Council and the Member States to initiate and support resolutions on the human rights violations that it has denounced in its own resolutions and which notably concern the following countries and regions: Belarus, China, Egypt, Iran, Israel, Nigeria, occupied Western Sahara, Russia, Saudi Arabia, Sudan, Tunisia, Turkey and Zimbabwe;

6. invite le Conseil et les États membres à proposer ou à soutenir des résolutions sur les violations des droits humains qu'il a dénoncées dans ses propres résolutions dans les régions ou pays suivants : Arabie saoudite, Birmanie, Chine, Égypte, Nigeria, Tchétchénie, Tunisie, Turquie;
6. Calls on the Council and the Member States to propose or support resolutions on the human rights violations which Parliament has denounced in its resolutions with regard to the following countries or regions: Burma, Chechnya, China, Egypt, Nigeria, Saudi Arabia, Tunisia and Turkey;
