Le Conseil européen de Thessalonique de juin 2003 a approuvé l’«Agenda de Thessalonique pour les Balkans occidentaux: progresser sur la voie de l’intégration européenne», lequel a prévu que les programmes communautaires seront ouverts aux pays du processus de stabilisation et d’association selon les principes établis pour la participation des pays candidats.La Commission a préconisé, dans sa communication «Préparer la participation des pays des Balkans occidentaux aux programmes et agences communautaires», de conclure avec l’Albanie, la Bosnie-et-Herzégovine, la Croatie, l’ancienne République yougoslave de Macédoine et la Serbie-et-Monténégro respectivement, un accord-cadre établissant les principes généraux de leur participation aux programmes communautaires.Conformément aux directives de négociation adoptées par le Conseil le 29 avril 2004, la Commission a négocié avec la Bosnie-et-Herzégovine, au nom de la Communauté, un accord-cadre établissant les principes généraux de la participation de la Bosnie-et-Herzégovine aux programmes communautaires.Cet accord a été signé, au nom de la Communauté, le 22 novembre 2004 à Bruxelles, sous réserve d’une éventuelle conclusion à une date ultérieure.Pour ce qui est de certains programmes relevant de l’accord, le traité ne prévoit pas de pouvoirs autres que ceux visés à l’article 308.Les modalités et conditions applicables à la participation de la Bosnie-et-Herzégovine aux programmes communautaires, notamment la contribution financière à verser, devraient être déterminées par la Commission au nom de la Communauté.
The Thessaloniki European Council of June 2003 approved the ‘Thessaloniki Agenda for the Western Balkans: moving towards European integration’, which provided for Community programmes to be opened up to the Stabilisation and Association Process (SAP) countries along the lines established for the participation of candidate countries.In its communication on ‘Preparing for the participation of the Western Balkan countries in Community programmes and agencies’, the Commission advocated concluding with Albania, Bosnia and Herzegovina, Croatia, the Former Yugoslav Republic of Macedonia and Serbia and Montenegro framework agreements laying down the general principles governing each country’s participation in Community programmes.In accordance with the negotiating directives adopted by the Council on 29 April 2004, the Commission, on behalf of the Community, has negotiated a Framework Agreement with Bosnia and Herzegovina on the general principles for its participation in Community programmes.This Agreement was signed, on behalf of the Community, on 22 November 2004 in Brussels, subject to conclusion at a later date.With regard to some of the programmes covered by the Agreement, the Treaty does not provide for powers other than those under Article 308.The specific terms and conditions regarding the participation of Bosnia and Herzegovina in the Community programmes, including the financial contribution payable, should be determined by the Commission on behalf of the Community.

Considers that the applicant countries must be able to supplement simplified area payments with national payments only if they do not exceed the level of the support in the applicant countries prior to accession and in the event that the total amount of support does not exceed the authorised level of direct payments in the current Member States and that such supplementary national payments are approved by the Commission; insists that the applicant countries must gradually abolish unauthorised national aids within a specific transitional period;

Welcomes the fact that, at the request of the Commission, the two Agencies have drawn up a cooperation framework which was agreed by the Cedefop and ETF Boards in March and June 2001 respectively; welcomes that this joint framework paper sets out the overall objectives of this new cooperation, namely the preparation of the applicant countries for full participation in Cedefop at a time of accession and the means of facilitating the participation and involvement of applicant countries in the policy development of the Community during the transition period;

(6) Pour que la Commission déroge à la procédure d'approbation ex ante, prévue à l'article 12, paragraphe 1, du règlement (CE) n° 1266/1999 et confie la gestion des aides à un pays candidat, l'agrément national de l'organisme Sapard dans le pays candidat doit être approuvé.
(6) For the Commission to waive the ex ante approval stipulated in Article 12(1) of Regulation (EC) No 1266/1999 and to confer management of the aid on an applicant country, the national accreditation of the Sapard agency in the applicant country needs to be approved.
