H. considérant que la situation sécuritaire en Égypte a continué de se détériorer depuis que les forces de sécurité égyptiennes ont intensifié la répression contre les opposants dans le Sinaï, en particulier à la suite de l'attentat du 24 octobre 2014 contre le poste de contrôle de Karm Al-Qawadis dans lequel 28 soldats ont été tués; que policiers et militaires sont pris pour cible dans tout le pays, par exemple dans l'attentat à la bombe contre un poste de police au nord du Sinaï le 5 janvier 2015, tandis que plusieurs policiers étaient tués ou blessés par armes à feu dans un faubourg à l'ouest du Caire le 4 janvier et à Minya le 6 janvier; que l'État a ordonné l'expulsion de milliers d'habitants à Rafah, institué une zone tampon sur une largeur de 500 mètres le long de la bande de Gaza et imposé pour trois mois l'état d'urgence dans certaines parties du Sinaï; qu'un groupe militant actif dans le nord du Sinaï, Ansar Bait al-Maqdis, a fait allégeance à l'État islamique; que le point de passage de Rafah vers la bande de Gaza demeure généralement fermé, puisqu'il n'a été ouvert que trois jours en décembre, ce qui aggrave le blocus de l'enclave par ses deux voisins;
H. whereas the security situation in Egypt has continued to deteriorate, whilst Egyptian security forces have intensified their crackdown against militants in the Sinai Peninsula, particularly following an attack of the Karm al-Qawadis checkpoint during which 28 Egyptian soldiers were killed on 24 October 2014; whereas police officers and army personnel are regularly targeted across the country, including a bomb attack against a police building in North Sinai on 5 January 2015 and several policemen killed or wounded by gunfire in a western Cairo suburb on 4th January and in Minya on 6 January; whereas the State has ordered the eviction of thousands of residents of Rafah, established a 500-metre buffer zone along the Gaza border and imposed a three-months state of emergency in parts of the Sinai; whereas a militant group active in northern Sinai, Ansar Bayt al-Maqdis has sworn allegiance to the Islamic State; whereas the Rafah border crossing with Gaza remains mainly closed, with only three days of opening during December, thereby worsening the blockade of the enclave by its two neighbours;

5. demande instamment à la communauté internationale et, en particulier, au Conseil de sécurité des Nations unies de trouver sans attendre une réponse appropriée et une solution à la crise actuelle; engage les grands acteurs régionaux, notamment l'Égypte et la Jordanie, à poursuivre leurs efforts afin de calmer la situation; salue la décision des autorités égyptiennes d'ouvrir le point de passage de Rafah afin de faciliter l'accès des organisations humanitaires à Gaza et de permettre le passage des civils palestiniens;
5. Urges the international community, and the UN Security Council in particular, to find an adequate response and solution to the current crisis without delay; encourages key regional actors, notably Egypt and Jordan, to continue their efforts to calm the situation; welcomes the decision of the Egyptian authorities to open the Rafah crossing to facilitate humanitarian access to Gaza and to enable the transit of Palestinian civilians;

6. est extrêmement préoccupé par la situation humanitaire à Gaza; souligne que l'isolement de la Bande de Gaza ne peut conduire qu'à plus de chaos et amplifier la crise humanitaire qui y sévit; demande l'ouverture des points de passage menant à la Bande de Gaza et le déploiement d'une assistance humanitaire d'urgence; demande à l'Union européenne, à Israël et à l'Égypte de prendre toutes les mesures nécessaire à la réouverture immédiate du point de passage de Rafah, sachant notamment que 4 000 Palestiniens s'y trouvent dans des conditions plus que dramatiques;
6. Is extremely concerned by the humanitarian situation in Gaza; stresses that the isolation of the Gaza Strip will only lead to further chaos and aggravate the humanitarian crisis there; calls for the crossing points to the Gaza Strip to be opened and emergency humanitarian aid deployed; calls on the EU, Israel and Egypt to take all necessary measures to reopen the Rafah border crossing immediately, especially as 4 000 Palestinians are stranded there in appalling conditions;

Cette mission a pour objet d'assurer la présence d'une tierce partie au point de passage de Rafah (frontière entre Gaza et l'Égypte) afin de contribuer, en coordination avec les efforts de renforcement des institutions déployés par la Communauté européenne, à l'ouverture du point de passage de Rafah, et d'instaurer la confiance entre le gouvernement israélien et l'Autorité palestinienne.
The aim of EU BAM Rafah is to provide a Third Party presence at the Rafah Crossing Point (Gaza-Egypt Border) in order to contribute, in cooperation with the Community's institution building efforts, to the opening of the Rafah Crossing Point and to build up confidence between the Government of Israel and the Palestinian Authority.

The mission, which will have a long-term reform focus, will provide enhanced support to the Palestinian Authority in establishing sustainable and effective policing arrangements; noted the EU's willingness in principle to provide assistance with the operation of crossings at Gaza's borders on the basis of an agreement between the parties. This followed a request by Quartet envoy James Wolfensohn on behalf of the parties that the EU consider playing a third party monitoring role at the Rafah crossing point on the Gaza-Egypt border.
