This new document does not replace the 1999 Communication, which remains the reference document, but constitutes a useful supplement to it by proposing specific further guidelines which take account both of the particular situations of these countries and the institutional framework specific to this enlargement.

The Governing Council of the ECB adopted Guideline ECB/2009/9 of 7 May 2009 amending Guideline ECB/2007/2 on a Trans-European Automated Real-time Gross settlement Express Transfer system (TARGET2) (2), inter alia, to allow access to TARGET2 by publicly owned credit institutions which, in view of their specific institutional nature under Community law, are subject to scrutiny of a standard comparable to supervision by competent national authorities.

L'assistance communautaire est mise en oeuvre par le financement de programmes d'investissement et de renforcement institutionnel ("institution building") suivant les principes de programmation établis dans les orientations générales arrêtées par la Commission selon la procédure visée à l'article 10, paragraphe 2.
