2. est d'avis que, sauf urgence exceptionnelle, toute réunion du Conseil européen doit être précédée d'un débat au Parlement européen, permettant l'adoption d'une résolution, le président du Conseil européen venant y présenter lui-même les sujets à l'ordre du jour; estime que le Parlement et le Conseil européen doivent organiser leurs travaux respectifs de façon à donner au Parlement la possibilité de faire connaître son avis sur ces sujets en temps utile et à permettre au président du Conseil européen de rendre compte devant la séance plénière après chaque réunion du Conseil européen; insiste sur le fait que, dans la mesure du possible, les réunions du Conseil européen ne devraient pas avoir lieu pendant les semaines de session du Parlement;
2. Is of the opinion that, other than in cases of exceptional urgency, any meeting of the European Council should be preceded by a debate in Parliament, allowing the adoption of a resolution, with the President of the European Council coming to present the subjects on the agenda in person; believes that Parliament and the European Council should organise their respective work so as to give to Parliament the opportunity to make known its opinion on these subjects in good time, and to allow the President of the European Council to report back after each meeting of the European Council in front of the plenary sitting; stresses that, as far as it is possible, European Council meetings should not take place during the plenary session weeks of Parliament;

J. considérant que sur tous ces dossiers, par définition les plus importants, l'absence de dialogue formalisé entre le Parlement et le Conseil européen a empêché le Parlement de jouer pleinement son rôle de colégislateur établi par les traités; considérant qu'il est apparu souvent que les interlocuteurs officiels des représentants du Parlement n'avaient pas le pouvoir d'engager vraiment les gouvernements; considérant que, même s'ils demeurent théoriquement chargés de préparer les réunions du Conseil européen, il est de plus en plus évident que le président en exercice du Conseil et le Conseil des affaires générales jouent un rôle tout au plus marginal, ou de nature technique; considérant que la traditionnelle intervention liminaire du président du Parlement européen à l'ouverture des réunions du Conseil européen n'est pas une procédure suffisante;
J. whereas in all these cases, by definition the most important, the absence of formalised dialogue between Parliament and the European Council has prevented Parliament from fully playing its role as co-legislator, as laid down in the treaties; whereas the official interlocutors of Parliament’s representatives have often not had the power to properly engage governments; whereas, although they remain theoretically responsible for preparing meetings of the European Council, it is increasingly apparent that the President-in-Office of the Council and the General Affairs Council play no more than a marginal or technical role; whereas the traditional introductory remarks by the President of the European Parliament at the opening of the meetings of the European Council are an insufficient procedure;

I. considérant que cette pratique mérite d'être officialisée pour qu'elle serve de précédent pour l'avenir et qu'elle mérite aussi d'être améliorée; considérant que sur le régime européen des brevets, le Conseil européen a remis en cause un accord législatif conclu entre le Parlement et le Conseil; que, sur la gouvernance économique, le Conseil européen a cru bon de renégocier des dispositions identiques à celles qu'un règlement antérieur avait déjà rendues applicables; que, sur l'autorité européenne de supervision bancaire, le Conseil européen a adopté successivement deux positions contradictoires à un an d'intervalle, ce qu'il aurait pu éviter en prenant mieux en compte la position du Parlement; considérant que le cadre financier pluriannuel 2014-2020 a donné lieu à un véritable hold-up législatif, puisque l'unanimité juridiquement nécessaire au Conseil n'a pu être obtenue qu'en prédécidant certains des choix politiques majeurs des règlements législatifs sur les politiques à financer, ce qui a réduit, dans ces domaines, le rôle du Parlement à l'amendement de dispositions secondaires;
I. whereas this practice is worth formalising so that it can serve as a precedent for the future, and whereas it should also be improved; whereas, on the European patent system, the European Council called into question a legislative agreement concluded between Parliament and the Council; whereas, on economic governance, the European Council saw fit to renegotiate provisions identical to those which a previous regulation had already made applicable; whereas, on an EU banking supervisory authority, the European Council adopted two contradictory positions one year apart, which it could have avoided by taking greater account of Parliament’s position; whereas negotiations on the 2014-2020 multiannual financial framework saw the legislative process held to ransom as the legally required unanimity in the Council could only be achieved by pre-empting certain major policy choices in the regulations on the policies to be financed, which, in these areas, reduces Parliament’s role to one of merely amending secondary provisions;

8. invite le Conseil européen à faire connaître de façon claire, avant le début de la campagne des élections européennes, comment il entend, pour ce qui le concerne, respecter le choix des citoyens européens dans la procédure menant à l'élection du président de la Commission, conformément à l'article 17, paragraphe 7, du traité sur l'Union européenne, dans le cadre des consultations qui devraient avoir lieu entre le Parlement et le Conseil européen pour mettre en pratique la déclaration n° 11 annexée au traité de Lisbonne; rappelle l'importance de renforcer la visibilité et le caractère européen de la campagne électorale; invite chacun des membres du Conseil européen à annoncer à l'avance comment il entend respecter le vote de ses concitoyens lorsqu'il proposera un ou plusieurs candidats à la fonction de commissaire issu de son pays;
8. Calls on the European Council to state clearly, before the start of the European election campaign, how it intends, for its part, to respect the choice of European citizens in the procedure leading to the election of the President of the Commission, in accordance with Article 17(7) of the Treaty on European Union, in the context of the consultations to be held between Parliament and the European Council with a view to implementing Declaration 11 annexed to the Lisbon Treaty; stresses the importance of enhancing the visibility and European nature of the election campaign; calls on all members of the European Council to announce in advance how they intend to respect the vote of their fellow citizens when proposing one or more candidates for the post of Commissioner from their country;
