Recalls that respect for political diversity and opposition, an open and peaceful political debate, and the full exercise of the constitutional freedoms of expression, peaceful assembly, association and information are indispensable in order to guarantee democratic elections that are credible, inclusive, peaceful and timely; insists that such guarantees are paramount in a particularly volatile Great Lakes region and also depend on the successful implementation of the Addis Ababa Peace, Security and Cooperation Agreement; supports, in this context, the efforts of the International Envoys to the Great Lakes region;

Méndez, which has been endorsed by the UN Special Rapporteur on the situation of human rights defenders, Michel Forst, the UN Special Rapporteur on the rights to freedom of peaceful assembly and of association, Maina Kiai, the UN Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression, David Kaye, the UN Special Rapporteur on violence against women, its causes and consequences, Dubravka Šimonović, and the Working Group on Arbitrary Detention,

À cet égard, l’objectif de l’association est d’encourager la coopération entre les PTOM et les régions ultrapériphériques visées à l’article 349 du traité sur le fonctionnement de l’Union européenne et les États voisins des PTOM appartenant ou non au groupe des États d’Afrique, des Caraïbes et du Pacifique (ACP).
In that respect, the objective of the association is to promote the cooperation between the OCTs and the outermost regions, referred to in Article 349 TFEU, their neighbouring African, Caribbean and Pacific (ACP) and non-ACP States.

28. souligne que l'APE intérimaire tout comme l'APE complet devraient comporter une clause de révision prévoyant une évaluation indépendante d'incidence globale, notamment de son impact économique, social et environnemental ainsi que des coûts et des conséquences de sa mise en œuvre, qui devrait être effectuée dans les trois à cinq ans après la signature dudit accord; souligne que la clause de révision de l'APE intérimaire - et, par la suite, de l'APE – devrait contenir une disposition selon laquelle tous les signataires sont habilités à invoquer ladite clause en se fondant sur l'évaluation d'incidence susmentionnée; demande que le Parlement européen et les parlements des États du Pacifique soient associés à toute révision de l'accord;
28. Stresses that both the IEPA and the comprehensive EPA should incorporate a review clause envisaging an independent global impact assessment that includes the economic, social and environmental impact and the costs and consequences of implementation, which should be carried out within three to five years of the signature of the agreement; stresses that the review clause of the IEPA – and, subsequently, that of the EPA – should contain the provision that all signatories are entitled to invoke it on the basis of the aforementioned impact assessment; requests that the European Parliament and the parliaments of the Pacific states be involved in any review of the agreement;

43. souligne que l'APE complet devrait comporter une clause de révision et une évaluation d'incidence, qui devrait être effectuée dans les trois à cinq ans après la signature de l'accord afin de déterminer l'impact socio-économique de l'accord, notamment les coûts et les conséquences de sa mise en œuvre; demande que le Parlement européen et les parlements des États du Pacifique soient associés à chaque révision de l'accord;
43. Stresses that the full EPA agreement should include a revision clause and a global assessment impact, which should be carried out within three to five years after the signature of the agreement in order to determine the socio-economic impact of the agreement, including the costs and consequences of implementation; requests that the European Parliament and the Pacific States' Parliaments should be involved in any revision of the agreement;
