Bearing in mind that the majority of the crew on many non-Community flagged vessels calling at European ports are Filipino, as well as the harsh and inhuman working conditions in which many of these seafarers live, calls on Member States not to allow these vessels to be received in European ports when the working conditions on board contravene the labour rights and principles enshrined in the Charter of Fundamental Rights of the European Union; urges, likewise, non-Community flagged vessels to guarantee their crews’ working conditions in accordance with international legislation and the rules laid down by the ILO and the IMO.

Les initiatives dont nous débattons aujourd'hui visent à accélérer le calendrier, en rapprochant le moment où les États membres auront une base juridique communautaire pour instaurer des équipes communes d’enquête, lesquelles pourront, le cas échéant, inclure des représentants des pays tiers ou des organisations internationales, étendre le mandat d’Europol afin de lui permettre de travailler sur une liste d’activités criminelles plus vaste et de transmettre de manière plus efficace des données à caractère personnel à des pays tiers et à d’autres organisations, ce qui constitue sans conteste un élément important si l’on souhaite crédibiliser et voir fonctionner efficacement la coopération avec ces pays tiers et dans le cadre de ces organisations internationales.
The initiatives we are discussing today are intended to speed up the timetable, to bring forward the time when the Member States will have a Community legal basis for establishing joint investigation teams which, if necessary, could include representatives of third countries or of international organisations, to extend Europol’s mandate to enable it to deal with a wider range of criminal activities, and also to enable Europol to transmit personal data to third countries and to other organisations effectively. This will undoubtedly be an important factor in ensuring that cooperation with these third countries and with these international organisations is reliable and functions effectively.

To promote the achievement of the objective set out in Article 1, the Commission and Member States, as appropriate, shall, without prejudice to Article 300 of the Treaty, pursue bilateral and multilateral cooperation with third countries and relevant international organisations such as the United Nations Economic Commission for Europe (UNECE), the International Maritime Organization (IMO) and the International Civil Aviation Organization (ICAO), including through the exchange of information, concerning technical and scientific research and development and with the aim of improving the basis for the facilitation of emission reductions.

The Commission may transfer, subject to the agreement of the supplying Member State, selected data obtained in accordance with the procedure specified in paragraph 1 to international organisations including the World Customs Organisation, the International Maritime Organization, the International Civil Aviation Organisation and the International Air Transport Association as well as Europol which contribute to the protection of the financial interests of the Union and correct application of customs legislation with which the Commission concluded a relevant arrangement or memorandum of understanding.
