C'est pourquoi le règlement s'applique à tous les navires de pêche opérant dans les eaux communautaires ainsi qu'aux navires de la Communauté opérant en dehors de ces eaux maritimes relevant de la souveraineté des États membres.
For that reason the regulation applies to all fishing vessels operating in Community waters and to Community vessels operating outside those maritime waters falling within the sovereignty of the Member States.

Afin de décourager les opérateurs communautaires d'immatriculer leurs navires de pêche sur des registres de pays tiers qui n'assurent pas un contrôle approprié des activités de leur flotte de pêche, en particulier en matière de pêche illicite, non déclarée et non réglementée, des mesures d'allégement fiscal concernant l'impôt sur les sociétés pour les navires de pêche communautaires opérant hors des eaux communautaires et des taux réduits de cotisations sociales et d'impôt sur le revenu pour les pêcheurs employés à bord de ceux-ci peuvent être considérés comme compatibles avec le marché commun.
In order to discourage Community operators to register their fishing vessels on registers of third countries which do not ensure a proper control over the activities of their fishing fleet, especially in terms of illegal, unreported and unregulated fishing, tax relief measures concerning corporate tax in respect of Community fishing vessels operating outside Community waters and reduced rates of social contributions and income tax for fishers employed onboard thereof may be regarded compatible with the common market.
