La Commission a fait usage de sa faculté de réglementer les aides d'État dans le domaine de l'assurance-crédit à l'exportation à court terme pour remédier aux distorsions, réelles ou potentielles, de la concurrence sur le marché intérieur, non seulement entre exportateurs d'États membres différents (opérant à l'intérieur et à l'extérieur de l'Union), mais aussi entre organismes d'assurance-crédit à l'exportation opérant au sein de l'Union.
