On croit rêver quand on voit que la France est le chantre - et cela du fait de son initiateur, le ministre de l’intérieur, Nicolas Sarkozy - d’une immigration choisie et de la discrimination positive en faveur des minorités visibles, j’imagine en opposition à la majorité autochtone européenne «invisible», quand on sait qu’un étranger en situation illégale en France est logé dans des centres d’accueil ou dans des hôtels, est nourri, ses enfants scolarisés et qu’il bénéficie de l’aide médicale d’État (AME) gratuite, ce qui n’est pas le cas pour les Français de souche qui, eux, doivent se débrouiller bien souvent tout seuls pour se loger, se nourrir et travailler.
One can hardly believe it when one sees that, on account of its initiator, the Interior Minister, Mr Sarkozy, France is the champion of selective immigration and of positive discrimination in favour of visible minorities, as opposed, I imagine, to the 'invisible' European indigenous majority, and when one knows that foreigners living illegally in France are housed in reception centres or in hotels, are fed and have their children schooled and that they benefit from free state medical assistance, which is not the case for ethnic French people who, for their part, very often have to fend for themselves when it comes to finding somewhere to live, putting food on the table and working.

This instrument provides that third country nationals who are victims of trafficking in human beings (or - if the Member State concerned has chosen to make this extension – who have been the subject of an action to facilitate illegal immigration) may be offered a short-term residence permit if they co-operate with the authorities in searching out and identifying criminals.

2. Conditions d'admission Le ressortissant d'un pays tiers qui demande à être admis en qualité d'étudiant doit fournir aux autorités compétentes de l'Etat membre la preuve : - qu'il ou elle satisfait à toutes les conditions à remplir par tout étranger pour ce qui est de l'entrée et du séjour sur le territoire de l'Etat membre ; - qu'il ou elle a reçu une offre ferme d'admission à suivre des études à titre d'activité principale dans un établissement d'enseignement supérieur, public ou agréé, ou dans un établissement comparable correspondant à la discipline qu'il ou elle a choisie et, si la législation nationale l'exige, que cette offre est conforme aux exigences des autorités compétentes en matière d'immigration.
2. Requirements for admission A national of a third country who requests admission as a student will have to prove to the competent authorities of the Member State that he/she: - fulfils all the requirements applicable to foreigners as regards entry and stay in the territory of the Member State; - has a firm offer of admission to a State or State-recognized higher education institution or a comparable institution appropriate to his/her studies for a course of study as a main activity and if so required by national legislation that this offer concurs with requirements made by the competent immigration authorities.

Je soulève le problème car, lorsque nous faisons preuve de négligence dans notre choix des termes et nous mettons à parler d'immigrants illégaux et de réfugiés illégaux, en ne parlant pas d'immigrants et de réfugiés véritables, cela constitue un affront à l'endroit de ceux qui ont choisi de s'établir au Canada et de ceux qui ont réussi à obtenir le statut d'immigrant reçu mais se considèrent encore comme des immigrants.
I raise this issue because when we are sloppy with the terminology and we start talking about illegal immigrants and illegal refugees, when we are not talking about immigrants and refugees in fact, it is a slight against those who have chosen Canada to be their home and those who were successful in achieving landed status but who still consider themselves to be immigrants.
