Il convient d’établir les modalités du prélèvement officiel d’échantillons dans le cadre de la collaboration entre instances compétentes des États membres et de l’utilisation de ces échantillons, en ayant soin que ces modalités garantissent la représentativité des analyses officielles et la possibilité d’en vérifier les résultats dans toute la Communauté.
Detailed rules should be drawn up for the official taking of samples as part of the collaboration between Member States’ competent bodies and for the use of such samples. Such rules should guarantee representativeness and the possibility of verifying the results of official analyses throughout the Community.

1. Les autorités compétentes désignent des laboratoires officiels chargés d’effectuer les analyses, les essais et les diagnostics sur les échantillons prélevés au cours de contrôles officiels et d’autres activités officielles, dans l’État membre sur le territoire duquel ces autorités compétentes interviennent, dans un autre État membre ou dans un pays tiers qui est partie contractante à l’accord sur l’Espace économique européen.
1. The competent authorities shall designate official laboratories to carry out the laboratory analyses, tests and diagnoses on samples taken during official controls and other official activities, in the Member State in whose territory those competent authorities operate or in another Member State or a third country that is a Contracting Party to the Agreement on the European Economic Area.

Lorsque les résultats d’une analyse, d’un essai ou d’un diagnostic portant sur des échantillons prélevés au cours de contrôles officiels ou d’autres activités officielles indiquent qu’il existe un risque pour la santé humaine ou animale ou celle des végétaux ou, dans le cas des OGM et des produits phytopharmaceutiques, également pour l’environnement, ou font soupçonner un manquement, les laboratoires officiels informent immédiatement les autorités compétentes qui les ont désignés pour cette analyse, cet essai ou ce diagnostic et, le cas échéant, les organismes délégataires ou les personnes physiques auxquels des tâches ont été déléguées.

Where the results of an analysis, test or diagnosis carried out on samples taken during official controls or other official activities indicate a risk to human, animal or plant health, or, as regards GMOs and plant protection products, also to the environment, or point to the likelihood of non-compliance, official laboratories shall inform immediately the competent authorities which designated them for that analysis, test or diagnosis and, where relevant, delegated bodies or natural persons to which tasks have been delegated.

the development of the Indicator should fully respect the responsibility of Member States for the organisation of their education systems and should not impose undue administrative or financial burdens on the organisation and institutions concerned; the method for data-gathering should take account of previous work in the field at international, Union and Member State level, and be devised and implemented in a cost-effective manner; the European Indicator of Language Competence shall be put in place as soon as possible, in accordance with the following terms of reference: data should be gathered on competences in first and second foreign languages: via a common suite of tests administered to a representative sample of the target population in each Member State; from a representative sample of pupils in education and training at the end of ISCED level 2; where a second foreign language is not taught before the end of ISCED 2, Member States may, in the first round of data-gathering, choose to gather data for the second foreign language from pupils at the level of ISCED 3; for those languages for which there exists a suitable representative sample of learners in a given Member State; test scores should be based on the scales of the Common European Framework of Reference for Languages ; because respect for linguistic diversity is a core value of the European Union, the Indicator should be based upon data concerning the knowledge of all the official languages of the European Union taught as foreign languages in the Union; but for practical reasons it would be advisable, in the first round of data-gathering, for tests to be made available in those official languages of the European Union that are most widely taught in the Member States, to the extent that they provide a sufficiently large sample of testees ; Member States shall themselves determine which of those official languages are to be tested; the Indicator should assess competence in the four productive a ...

Les instruments suivants, en vigueur actuellement, seront abrogés et remplacés par les dispositions du nouveau règlement: règles concernant le prélèvement d'échantillons et l'analyse pour le contrôle officiel des aliments des animaux (directive 70/373/CEE du Conseil), concernant les contrôles officiels dans le domaine de l'alimentation animale (directive 95/53/CE du Conseil), et concernant le contrôle officiel des denrées alimentaires (directives 89/397/CEE et 93/99/CEE du Conseil).
The following rules that are currently in place will be repealed and replaced by the provisions of the new Regulation: rules on sampling and analysis for the official control of feedingstuffs (Council Directive 70/373/EEC); rules on official inspections in the field of animal nutrition (Council Directive 95/53/EEC) and on the Official Control of Foodstuffs (Council Directives 89/379/EEC and 93/99/EC).
