(23) Where, after May 6, 1974, there has been an amalgamation (within the meaning assigned by section 87 of the amended Act) of two or more corporations (each of which is in this subsection referred to as a “predecessor corporation”) to form one corporate entity (in this subsection referred to as the “new corporation”) and a taxpayer has acquired a capital property that was a bond, debenture, note, mortgage, hypothecary claim or other similar obligation of the new corporation (in this subsection referred to as the “new obligation”) as sole consideration for the disposition on the amalgamation of a bond, debenture, note, mortgage, hypothecary claim or other similar obligation respectively of a predecessor corporation (in this subsection referred to as the “old obligation”) owned by the taxpayer on December 31, 1971 and thereafter without interruption until immediately before the amalgamation, notwithstanding any other provision of this Act or of the amended Act, for the purposes of subsection 88(2.1) of the amended Act and of determining the cost to the taxpayer and the adjusted cost base to the taxpayer of the new obligation,

4. salue les avancées réalisées par le pays dans le dialogue sur la libéralisation du régime des visas, notamment le nombre élevé de documents de voyage et d'identité biométriques délivrés, la mise en œuvre du plan de gestion intégrée des frontières et la création d'un système national d'information sur les visas; note avec satisfaction les progrès obtenus dans la lutte contre la traite des êtres humains, l'immigration clandestine et la corruption, et invite le gouvernement à poursuivre ses efforts dans ce domaine; se félicite de la mise en œuvre de l'accord de réadmission avec l'Union et plaide en faveur d'une coopération plus étroite avec l'Agence européenne pour la gestion de la coopération opérationnelle aux frontières extérieures des États membres de l'Union européenne (Frontex), l'Office européen de police (Europol) et l'unité de coopération judiciaire de l'Union européenne (Eurojust); fait observer les difficultés auxquelles se heurtent les citoyens de l'ancienne République yougoslave de Macédoine du fait qu'un État membre de l'Union ne reconnaît pas les passeports délivrés par ce pays; invite la Commission, au vu des avancées obtenues, à recommander au Conseil la libéralisation du régime des visas, dans les meilleurs délais, pour les citoyens de l'ancienne République yougoslave de Macédoine, et l'abolition de l'obligation de visa;
4. Commends the progress made by the country in the dialogue on visa liberalisation, notably the high number of biometric travel and identity documents issued, the implementation of the integrated border management scheme and the establishment of a national visa information system; notes with satisfaction the progress made in the fight against trafficking in human beings, illegal migration and corruption, and calls on the government to continue the efforts in this field; welcomes the implementation of the readmission agreement with the EU and calls for closer cooperation with the European Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union (Frontex), the European Police Office (Europol) and the European Union's Judicial Cooperation Unit (Eurojust); takes note of the difficulties faced by the citizens of the former Yugoslav Republic of Macedonia due to the non-recognition of its passports by one EU Member State; and calls on the Commission, given the progress achieved, to recommend to the Council as soon as possible visa liberalisation for citizens of the former Yugoslav Republic of Macedonia, and the abolition of visa requirements;

I would point out that abnormal RALs, which we defined as sleeping obligations for which no payments have been made over the past two years, as well as old obligations which have been on the budget for at least five years, cannot only be reduced by increasing the appropriations for payment, but also by causing obligations to lapse to a large extent.
