S'agissant de la Turquie, le Conseil européen de Copenhague a indiqué que s'il estime, en décembre 2004, sur la base d'un rapport et d'une recommandation de la Commission, que ce pays satisfait aux critères politiques de Copenhague, l'Union européenne ouvrira immédiatement des négociations d'adhésion avec lui.
With regard to Turkey, the European Council at Copenhagen indicated that if, on the basis of a report and a recommendation from the Commission, the European Council in December 2004 decides that Turkey fulfils the Copenhagen political criteria, the European Union will open accession negotiations with Turkey without delay.

Recalls the commitment of Member States to revert to the issue in 2015 with a view to opening accession negotiations; considers that starting EU negotiations can only positively influence efforts towards resolving bilateral disputes while also generating further much-needed reforms, particularly in respect of the rule of law, the independence of the judiciary and the fight against corruption; emphasises that continuing to delay the opening of negotiations entails an increasing and unpredictable cost for the country as well as for regional stability; stresses that further prolonging the status quo undermines the credibility and effectiveness of the EU’s enlargement policy and its position in the region;

11. appelle au renforcement des liens entre les responsables politiques et la société civile; se félicite de l'intégration d'ONG dans les groupes de travail qui traitent des négociations d'adhésion, afin de garantir la responsabilisation et la transparence du processus d'adhésion; estime que ces organisations doivent être des membres à part entière des groupes de travail; se félicite de la mise en place par le gouvernement d'une nouvelle plateforme de pétitions en ligne destinée à renforcer la démocratie participative dans l'élaboration des politiques et la gouvernance en ligne; encourage le Monténégro à envisager la création d'une "commission nationale" composée de parlementaires et de représentants de la société civile qui fonctionnerait comme un forum consultatif tout au long de la période des négociations; souligne qu'il est de la responsabilité tant du gouvernement que du parlement d'informer en temps utile les citoyens et la société civile sur l'évolution du processus de négociation;

Calls for strengthening of the links between policy-makers and civil society; welcomes the inclusion of NGOs in the working groups dealing with the accession negotiations in order to ensure the accountability and transparency of the accession process; considers it important that they are equal members of the working groups; welcomes the Government’s new e-petitions platform to enhance participatory democracy in policy-making and e-governance; encourages Montenegro to consider establishing a ‘National Committee’, composed of parliamentarians and civil society representatives, to act as a consultative forum throughout the negotiation period; underlines the responsibility of both the Government and Parliament to inform citizens and civil society in a timely manner on the developments in the negotiation process;

19. félicite la Croatie pour les progrès continus accomplis afin de remplir les critères d'adhésion à l'Union ainsi que les obligations qu'implique une telle adhésion; se félicite de l'accord bilatéral sur la résolution du conflit frontalier avec la Slovénie qui a créé l'élan nécessaire à l'ouverture de nouveaux chapitres dans le cadre du processus d'adhésion; estime que les négociations d'adhésion peuvent être conclues d'ici la mi-2010 si la Croatie poursuit ses efforts et remplit tous les critères et repères fixés, notamment en coopérant pleinement avec le TPIY;
19. Commends Croatia for its continued progress in meeting the criteria of accession to the Union as well as the obligations of membership; welcomes the bilateral agreement on resolving the border dispute with Slovenia, which has created the momentum to open further chapters in the accession process; considers that the accession negotiations can be concluded by mid-2010, provided that Croatia steps up its efforts and fulfils all the necessary criteria and benchmarks, including full cooperation with the ICTY;

Par contre, il est estimé que les modalités d'application concernant, par exemple, les articles 56 et 57 (tenue et inspection publique du Registre des brevets communautaires et tenue du Bulletin des brevets communautaires) peuvent être déterminées dans le cadre des négociations en vue de l'adhésion de la Communauté à la convention de Munich.
By contrast, it is felt that the details of applying Articles 56 and 57, for example (concerning the keeping and public inspection of the Register of Community patents and the publication of the Community Patent Bulletin) can be laid down in the context of negotiations on the accession of the Community to the Munich Convention.
