Emphasises that continuing to delay the opening of accession negotiations entails an increasing and unpredictable cost for the country as well as for regional stability; calls on both the government and on the Commission to produce a quantitative analysis of the potential social and economic costs, as well as of the domestic and regional political impact and the risks arising from the Council’s failure to set a date for the start of the accession negotiations;

2. rappelle aux États membres l'engagement qu'ils ont pris de revenir sur cette question en 2015 en vue d'entamer les négociations d'adhésion; estime que la mise en route de négociations avec l'Union européenne ne peut avoir qu'une influence positive sur les tentatives de résolution des litiges bilatéraux, tout en étant source également de nouvelles réformes réellement nécessaires, en ce qui concerne tout particulièrement l'état de droit, l'indépendance du pouvoir judiciaire et la lutte contre la corruption; souligne que le fait de continuer à retarder l'ouverture de négociations engendre un coût croissant et imprévisible pour le pays ainsi que pour la stabilité régionale; met en évidence que le maintien du statu quo amoindrit la crédibilité de la politique d'élargissement de l'Union européenne et sa position dans la région;

Recalls the commitment of Member States to revert to the issue in 2015 with a view to opening accession negotiations; considers that starting EU negotiations can only positively influence efforts towards resolving bilateral disputes while also generating further much-needed reforms, particularly in respect of the rule of law, the independence of the judiciary and the fight against corruption; emphasises that continuing to delay the opening of negotiations entails an increasing and unpredictable cost for the country as well as for regional stability; stresses that further prolonging the status quo undermines the credibility and effectiveness of the EU’s enlargement policy and its position in the region;

4. se félicite de la conclusion des négociations d'adhésion de la Russie à l'OMC, ce qui contribuera à permettre aux milieux d'affaires des deux parties de travailler sur un pied d'égalité, et facilitera et libéralisera le commerce dans l'économie mondiale; souligne que du fait de son adhésion à l'OMC, la Russie a l'obligation légale de respecter toutes les règles de l'organisation, notamment le renoncement à toute mesure protectionniste; exprime, à cet égard, son inquiétude à l'égard de l'union douanière Russie-Kazakhstan-Biélorussie, qui a engendré une hausse des tarifs consolidés; est convaincu que l'adhésion de la Russie à l'OMC ne manquera pas non plus d'être une étape importante pour l'approfondissement de l'intégration économique bilatérale, notamment grâce à la conclusion des négociations en cours sur le nouvel accord;

Welcomes the completion of the negotiations on Russia's accession to the WTO, which will help to create a more level playing field for business communities on both sides and will facilitate and liberalise trade in the global economy; stresses that, with accession, Russia has the legal obligation to fulfil all WTO rules including the renunciation of protectionist measures; expresses in this context its concern regarding the Russia-Kazakhstan-Belarus customs union, which has led to higher consolidated tariffs; expresses its conviction that Russia's membership of the WTO will also prove an important stepping stone for deepening bilateral economic integration, including through the conclusion of the ongoing negotiations on the New Agreement;
