IN-CONTEXT TRANSLATIONS

1. invite le Conseil, pour la neuvième fois consécutive, à fixer sans plus attendre une date de début des négociations d'adhésion, afin de ne pas briser l'élan, d'accélérer les réformes liées à l'acquis et de renforcer le processus de démocratisation; rappelle que le différend portant sur la désignation du pays, qui est une question bilatérale, ne saurait constituer un obstacle à l'ouverture de négociations, bien qu'il faille le résoudre avant la fin du processus d'adhésion; partage l'avis de la Commission selon lequel l'incapacité des parties à parvenir à un compromis après près de vingt ans de discussions sous médiation a une incidence directe et négative sur les aspirations européennes du pays et de sa population; invite les deux gouvernements à prendre des mesures concrètes en vue de l'identification d'une solution acceptable pour les deux parties; répète l'importance et la nécessité d'une approche constructive des problèmes avec les pays voisins au sujet de ces questions bilatérales;

Reiterates, for the ninth consecutive time, its call on the Council to set a date for the start of accession negotiations without further delay, so as not to lose the momentum and in order to boost acquis-related reforms and strengthen the democratisation process; reiterates its view that the name issue, which is a bilateral issue, must not represent an obstacle to the launch of accession negotiations although it should be solved before the end of the accession process; endorses the Commission’s consideration that the failure of the parties to reach a compromise after almost two decades of mediated talks is having a direct and adverse impact on the European aspirations of the country and its people; invites both governments to take concrete steps towards finding a mutually acceptable solution; reiterates the importance and necessity of a constructive approach to challenges with neighbours on these bilateral issues;

Calls for strengthening of the links between policy-makers and civil society; welcomes the inclusion of NGOs in the working groups dealing with the accession negotiations in order to ensure the accountability and transparency of the accession process; considers it important that they are equal members of the working groups; welcomes the Government’s new e-petitions platform to enhance participatory democracy in policy-making and e-governance; encourages Montenegro to consider establishing a ‘National Committee’, composed of parliamentarians and civil society representatives, to act as a consultative forum throughout the negotiation period; underlines the responsibility of both the Government and Parliament to inform citizens and civil society in a timely manner on the developments in the negotiation process;

Furthermore, the Council last week (14 February) adopted a Regulation (amending Regulation (EC) No 533/2004), which provides for the name of the ‘European Partnership’ for Croatia to be changed to the "Accession Partnership", in order to align the name with that used for the Partnership for Turkey, as both are candidate countries which have started accession negotiations.

The Council adopted a regulation amending regulation 533/2004 by changing the name of the "European partnership" for Croatia to "accession partnership" in order to align the name with that used for the partnership for Turkey, as both are candidate countries that have started accession negotiations on their accession to the EU (15673/05).

Reminds the ten leading candidate countries that reforms in all areas have to be continued well after accession in order to fulfil the commitments entered into in the accession negotiations; therefore urges all actors not to reduce their reform efforts once negotiations are closed; equally asks the Commission and Member States to continue to support the adaptation process with all financial and logistical means available; refers to the continuing importance of Phare, ISPA and SAPARD in achieving this end reiterates that EU-funded infrastructure development must be compatible with the EC environmental acquis;
