Ces derniers s'efforceraient de le réaliser en prenant eux-mêmes des engagements précis, guidés par la nécessité d'atteindre collectivement l'objectif au niveau de l'UE et compte tenu des réductions à réaliser par chaque État membre par rapport à ses objectifs actuels pour 2020.
While binding on the EU, it would not be binding on the Member States individually but would be fulfilled through clear commitments decided by the Member States themselves which should be guided by the need to deliver collectively the EU-level target and build upon what each Member State should deliver in relation to their current targets for 2020.
