En réponse aux nombreuses questions et contributions présentées au cours de cet exercice, la présente communication intitulée «Pour une Europe en mouvement - Mobilité durable pour notre continent» prend comme point de départ les objectifs de la politique des transports de l’Union européenne depuis sa grande relance en 1992 et les mesures répertoriées dans le livre blanc de 2001, qui ont pour la plupart été mises en œuvre comme cela était envisagé[5].
In reply to the multiple questions and contributions made during the consultation the Communication “Keep Europe moving – Sustainable mobility for our continent” builds on the objectives of EU transport policy since its major relaunch in 1992 and on the measures identified in the 2001 White Paper, most of which have been implemented as envisaged. 2.8 Le Comité s'était également interrogé sur l'opportunité de traiter séparément la question de la répartition des biens communs (immeubles, meubles et autres droits patrimoniaux), en élargissant le champ d'application «rationae personae» de cette répartition aux couples non mariés (lesquels peuvent aussi avoir des enfants communs).
2.8 The Committee also wondered whether it was advisable to deal separately with the issue of distribution of jointly-held assets (buildings, furniture and other property rights), by widening the scope rationae personae of this distribution to unmarried couples (which could also have children in common).

The second Deloitte report confirms this conclusion: ‘Based on our experience and the above analysis, we tend to believe that no rational investor would have been prepared to acquire HS and in parallel assume any additional risk related to State aid (which at that time was neither certain nor quantified by the EC), for the company that a) was under the ownership and management of a State-owned company (ETVA Bank) for a number of years, and at the same time b) had a significant negative shareholders’ equity position, amongst other operational problems (i.e. low productivity, high operational costs, excess staff, etc.)’. This conclusion is also confirmed by the fact that Greece, anticipating that such a guarantee would be necessary to attract private investors, promised in the tender documents that the highest bidder would receive such a guarantee (162).
