Draws the Member States' attention to the need to review their mechanisms for transposing and implementing internal market legislation, in particular to avoid gold-plating, and urges the Commission to pay special attention in the context of its pilot project on administrative cooperation to creating internal-market mindedness in its interlocutors (national and regional governments, business federations and even the Commission's own staff in certain cases) while monitoring national implementing measures for effects detrimental to the internal market; regards, therefore, the proposed supervision methods, which are largely based on business management methods, as a challenge to be taken up with vigilance and determination by traditional administrations, which must be seen as positive;
