A. considérant que, le 7 juillet 2014, Israël a lancé une agression militaire contre la bande de Gaza intitulée "Bordure protectrice" (Protective Edge); considérant qu'à ce jour, plus de 180 Palestiniens, dont au moins 30 enfants, ont été tués (selon les estimations des Nations unies, 77 % des personnes tuées étaient des civils) et plus de 1250 ont été blessés; considérant que 17 000 personnes ont cherché refuge auprès des installations de l'Office de secours et de travaux des Nations unies pour les réfugiés de Palestine dans le Proche‑Orient (UNRWA) suite à l'exode depuis Beit Lahiya et Attara après qu'Israël eut appelé les civils à évacuer le nord de Gaza avant une campagne de bombardements à grande échelle; considérant que plus de 1 300 bâtiments, dont des maisons, des hôpitaux et des écoles, ont été frappés par des missiles et des bombes par air et par mer; considérant que des drones ont été utilisés au cours de ces opérations militaires;
A. whereas on 7 July 2014 Israel launched a military aggression against Gaza called ‘Protective Edge’; whereas to this day more than 180 Palestinians, among them at least 30 children, have been killed (according to UN estimates, 77 % of those killed were civilians) and more than 1 250 injured; whereas 17 000 people have sought refuge in UNRWA facilities following exodus from Beit Lahia and Attara after Israel warned civilians to evacuate northern Gaza ahead of a large-scale bombing campaign; whereas over 1 300 buildings, including houses, hospitals and schools, were hit by Israeli missiles and bombs launched from both the air and the sea; whereas drones have been used in these military operations;

B. considérant que, selon les autorités israéliennes, 300 roquettes ont été tirées de la bande de Gaza vers Israël de la mi-juin au 7 juillet 2014; considérant que, selon les forces de défense israéliennes, plus de 1 000 roquettes ont été tirées de la bande de Gaza sur Israël depuis le 7 juillet et qu'elles avaient pour cible des objectifs allant jusque Tel-Aviv et le nord du pays; considérant que des roquettes ont également été lancées sur le territoire israélien depuis le Liban et la Syrie;
B. whereas, according to the Israeli Government, 300 rockets were fired from the Gaza Strip into Israel from mid-June to 7 July 2014; whereas, according to the Israel Defence Forces, more than 1 000 rockets have been launched from the Gaza Strip into Israel since 7 July, aimed at targets as far away as Tel Aviv and the north of the country; whereas rockets have also been launched into Israeli territory from Lebanon and Syria;

D. considérant que les frappes israéliennes ont touché de nombreux sites civils, dont la mosquée du centre de Gaza et un foyer islamique pour handicapés; que 940 maisons auraient été endommagées ou détruites; que 17 000 Palestiniens dans le nord de Gaza ont cherché refuge dans des établissements de l'ONU après qu'Israël eut mis en garde contre de nouvelles frappes aériennes; que 400 000 personnes sont actuellement privées d'électricité à cause des frappes militaires et que la population souffre également de pénuries d'eau; que cette situation ne fait qu'aggraver l'extrême précarité due au blocus imposé de longue date par Israël et l'Égypte;
D. whereas Israeli airstrikes have hit multiple civilian sites, including the central Gaza mosque and an Islamic home for the disabled; whereas over 940 homes have reportedly been damaged or destroyed; whereas 17 000 Palestinians in northern Gaza have sought refuge in UN facilities after Israel issued warnings of forthcoming air strikes; whereas 400 000 people are currently without electricity due to the military strikes and the population is also suffering from water shortages, and whereas this is exacerbating the already extremely precarious situation created by the protracted Israeli and Egyptian blockade of the territory;

Je voudrais demander à nos ministres des affaires étrangères s’ils sont d’accord avec ces commentaires de M. Here, the question I would like to put to our foreign ministers is whether they agree with these comments by Mr ElBaradei to the effect that the USA and the EU states conduct a hypocritical policy in relation to Israel on the one hand and to states such as Iran and North Korea on the other since, undoubtedly, Israel can possess weapons of mass destruction, Israel can have that defence system, but for other states which have not signed up to the Nuclear Non-Proliferation Treaty such an option is forbidden.

If an exporter is aware that the goods to be exported are not mentioned in the Export Control List (Annex AL), but are intended for a purpose referred to in paragraph 1, and the purchasing country or country of destination is Algeria, India, Iraq, Iran, Israel, Jordan, Libya, North Korea, Pakistan or Syria he must notify the Federal Office of Economics and Export Control (BAFA) which decides whether or not the export requires a licence.

The export of goods not specified in the Export Control List (Annex AL) shall require a licence if the exporter has been informed by the Federal Office of Economics and Export Control (BAFA) that the goods are or may be intended, in their entirety or part, for the setting-up, operation, or incorporation into a plant for nuclear purposes within the meaning of Category O of Part I, Section C of the Export Control List (Annex AL) and if the purchasing country or country of destination is Algeria, India, Iraq, Iran, Israel, Jordan, Libya, North Korea, Pakistan or Syria.

7(4): The transfer of goods not specified in the Export Control List (Annex AL) shall require a licence if the final destination of the goods is outside the European Union and the transferor has been informed by the Federal Office of Economics and Export Control that the goods are or may be intended, in their entirety or in part, for the setting-up, operation, or incorporation into a plant for nuclear purposes as defined by Section 5d, paragraph 1 AWV, and if the purchasing country or country of destination is Algeria, India, Iran, Iraq, Israel, Jordan, Libya, North Korea, Pakistan or Syria.

Possibilities include new gas networks and connection projects between North Africa and Europe, as well as electricity interconnections and cooperation between Morocco, Algeria, and Tunisia; a gas pipeline from Egypt through Jordan, Lebanon, Syria to Turkey and the EU; electricity interconnections between Israel and Palestinian territories; development of a blueprint for sub-regional inter-modal transport networks in the Maghreb and in the Near East, including rail and road infrastructure interconnections and maritime transport; improvements at border crossings and ports-hinterland connections.
