Question No. 23 Mr. Rodger Cuzner: With regard to Telus violations of the Do Not Call List and the Canadian Radio-television and Telecommunications Commission’s (CRTC) Alternate Case Resolutions processes: (a) why was it decided that Telus should make a donation to the Carleton University School of Public Policy and Administration as opposed to paying Administrative Monetary Penalties (AMPs) to the government that would benefit all Canadians, and who made this decision; (b) what was the amount Telus agreed to pay the Carleton University School of Public Policy and Administration; (c) what would have been the maximum possible AMP for the violations alleged to have been committed by Telus; (d) what was the process that led to this decision; (e) why was the Carleton University School of Public Policy and Administration selected to be the recipient of this donation, as opposed to any other institution (e.g., Dalhousie University School of Public Administration); and (f) are any of the Commissioners, the Secretary General or any staff member of the CRTC currently an instructor, lecturer, part-time staff member or in any other way connected to the Carleton University School of Public Policy and Administration?

Recognises the efforts made in public administration reform but calls for further efforts in the field, which continues to be politicised and lacks capacities and professionalism; welcomes the government’s adoption of a National Strategy for Public Administration Reform and the creation of the Stabilisation and Association Agreement’s subcommittee on public administration reform; is concerned at the non-transparent and ad hoc process of converting temporary posts into permanent ones, entailing further politicisation of the administration; calls for the development of a clear human resources strategy, defining the needs of administration in terms of capacities and skills and its implementation through merit-based recruitment and career development; welcomes the increased recruitment of non-majority communities but underlines that it should be carried out on the basis of assessment of needs in the administration, in order to ensure that the skills of new employees match the job requirements;

Welcomes the progress in the reform of public administration; stresses that more efforts should be put into the creation of an independent civil service, to this end calls for the introduction of a merit-based career system, including a professional and transparent hiring process and effective human resources management, and draws attention, in this context, to the detrimental practice of hiring staff in ways which do not accord with the Law on Civil Servants, often on the basis of political connections; draws attention to the underrepresentation of national minorities in public administration and the courts, as well as in state-owned companies; draws attention to the continuous need for capacity-building of the administration, at both national and local level, calls for further strengthening of capacity and coordination of public administration in the field of EU integration and calls on the Commission to continue to assist the authorities to this end, in coordination with other donors;

Le Conseil constate que, par rapport aux estimations de l'actualisation 2001, la situation comptable des administrations publiques s'est détériorée en 2000 et 2001, en grande partie parce que les chiffres de la comptabilité publique ont dû être révisés pour être mis en conformité avec les règles de comptabilité nationale du SEC. Du coup, le point de départ des projections budgétaires s'est considérablement modifié par rapport à l'actualisation 2001: en ce qui concerne le solde budgétaire des administrations publiques en 2002, le programme de stabilité actualisé de 2002 indique un déficit équivalent à 1,1 % du PIB, au lieu de l'excédent de 0,8 % du PIB annoncé par l'actualisation 2001.
The Council notes that the general government accounts deteriorated in 2000 and 2001, when compared with the estimates of the 2001 update, due to a large extent to the revisions of the government accounts figures, in order to ensure compliance with ESA national accounting rules. As a consequence, the starting point of the budgetary projections changed considerably as compared with the 2001 update: according to the 2002 updated stability programme a general government deficit of 1.1% of GDP is estimated for 2002 instead of a surplus of 0.8% of GDP as projected in the 2001 update.
