In the first place, it is true that the special report from the Ombudsman to the European Parliament of 18 October 1999 (1004/97/(PD)GG), available on the Ombudsman’s web-page, contains a recommendation to the Commission to the effect that, at the latest from 1 July 2000 onwards, the Commission should give candidates access to their own marked examination scripts upon request, and that press release 15/2000 of 31 July 2000, cited by the applicant, available on the Ombudsman’s web-page states that ‘[t]he Commission accepted the Ombudsman’s recommendation with effect from July 2000’.

Il est souhaitable de prendre des mesures de façon à permettre au Médiateur de renforcer sa coopération avec des institutions similaires aux niveaux national et international, ainsi qu’avec des institutions nationales ou internationales, même si leur champ d’activité est plus large que celui du Médiateur européen — en ce qui concerne, par exemple, la protection des droits de l’homme —, cette coopération pouvant contribuer positivement à rendre plus efficace l’action du Médiateur.
It is desirable to take steps so as to allow the Ombudsman to develop his or her cooperation with similar institutions at national and international level, as well as with national or international institutions, even where they cover a wider range of activities than the European Ombudsman — such as the protection of human rights — since such cooperation may make a positive contribution towards enhancing the efficiency of the Ombudsman's action.
