IN-CONTEXT TRANSLATIONS

Le règlement (UE) no 472/2013 fixe les règles pour l’approbation des programmes d’ajustement macroéconomique des États membres bénéficiant d’une aide financière; ces règles doivent être conformes aux dispositions du traité établissant le Mécanisme européen de stabilité.
Regulation (EU) No 472/2013 sets the rules for the approval of macroeconomic adjustment programmes for Member States in receipt of financial assistance; those rules need to be consistent with the provisions of the Treaty Establishing the European Stability Mechanism.

A. considérant que, en vertu de l'article 352 du traité sur le fonctionnement de l'Union européenne, le Conseil, statuant à l'unanimité après approbation du Parlement, adopte, conformément à une procédure législative spéciale, un règlement établissant un mécanisme d'assistance financière pour les États membres dont la monnaie n'est pas l'euro;
A. whereas, pursuant to Article 352 of the Treaty on the Functioning of the European Union (TFEU), the Council, acting in accordance with a special legislative procedure, will adopt a regulation on establishing a facility for providing financial assistance for Member States whose currency is not the euro, acting unanimously, after obtaining the consent of Parliament;

SE FÉLICITE de l'approbation de l'instrument régissant le fonds vert pour le climat et des perspectives dégagées par les décisions de Durban en vue de rendre le fonds pleinement opérationnel dans les meilleurs délais; RAPPELLE que le fonds devrait contribuer de manière substantielle et ambitieuse aux efforts déployés partout dans le monde pour atteindre les objectifs fixés par la communauté internationale en vue de lutter contre le changement climatique; RAPPELLE ÉGALEMENT que le fonds favorisera la transition vers des modes de développement à faibles émissions et à l'épreuve du changement climatique, en soutenant les efforts consentis par les pays en développement pour limiter ou réduire leurs émissions de gaz à effet de serre et en aidant ceux qui sont particulièrement vulnérables aux effets néfastes du changement climatique à s'adapter; NOTE AVEC SATISFACTION que le fonds catalysera le financement, tant public que privé, de la lutte contre le changement climatique, au niveau national et international; ENCOURAGE le conseil d'administration du fonds à élaborer des méthodes visant à renforcer la complémentarité entre le fonds vert pour le climat et d'autres mécanismes ou organismes de financement bilatéraux, régionaux et mondiaux concernés, à mobiliser de façon plus satisfaisante l'ensemble des capacités financières et techniques et à renforcer l'efficacité globale du financement de la lutte contre le changement climatique à l'échelle internationale;
WELCOMES the approval of the governing instrument for the Green Climate Fund (GCF) and the way forward outlined in the Durban Decisions with regard to the expeditious full operationalization of the GCF; REITERATES that the Fund is to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change; REITERATES FURTHER that the Fund will promote the paradigm shift towards low – emission and climate – resilient development paths by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change in developing countries particularly vulnerable to the adverse effects of Climate Change; WELCOMES that the Fund will catalyse climate finance, both public and private, and at the international and national level; ENCOURAGES the Board to develop methods to enhance complementarity between the GCF and other relevant bilateral, regional and global funding mechanisms and institutions, to better mobilize the full range of financial and technical capacities and improve the overall effectiveness of international climate finance;

Cette approbation intervient quatre mois seulement après la soumission de la proposition, qui faisait partie d’un ensemble de mesures adoptées le 1er août par la Commission; ces mesures portaient sur une majoration du cofinancement par l’Union de la politique de cohésion et des politiques de la pêche et du développement rural pour les pays qui avaient bénéficié d’une aide financière en application du mécanisme de soutien des balances des paiements (Hongrie, Lettonie et Roumanie) ou au titre du Fonds européen de stabilité financière (Irlande, Grèce et Portugal).
The agreement follows only 4 months after the Commission proposal was tabled as part of the package adopted on 1 August to increase the EU co‑financing in cohesion, fisheries and rural development policies for countries that have received financial assistance under the balance of payments support mechanism (Romania, Latvia and Hungary) or under the European Financial Stability Facility (Greece, Ireland and Portugal).

considère qu'il appartient au Parlement européen, en tant que branche de l'autorité budgétaire, d'optimiser la mise en œuvre des fonds que les États membres versent au budget de l'UE; est déterminé à améliorer l'exécution des programmes à financer dans le cadre du prochain cadre financier; engage instamment les États membres à fournir une certification de leurs engagements financiers pour toutes les politiques gérées dans le cadre de compétences partagées, et cela par une déclaration d'intention ex ante formelle et une déclaration d'assurance ex post annuelle faite par les plus hautes autorités politiques et exécutives des États membres (les ministres des finances); demande donc à la Commission d'introduire les mécanismes appropriés pour suspendre les paiements en cas de non-respect de la présente demande; n'est pas disposé à proposer des augmentations importantes des crédits destinés aux programmes, si les États membres ne donnent pas l'assurance qu'ils engageront les crédits; considère que l'acceptation du concept de "déclaration d'intention" est une condition de l'approbation par le Parlement européen d'un nouvel accord interinstitutionnel sur les perspectives financières;
considers that the European Parliament, as part of the budgetary authority, has a responsibility to optimise the implementation of funding allocated by the Member States to the EU budget; is determined to improve the implementation of the programmes to be financed under the next financial framework; urges the Member States to provide a certification of their financial commitments for all policies run under shared competencies through a formal ex-ante disclosure swatement and an annual ex-post declaration of assurance, made by the Member States' highest political and managing authority (Finance Minister); in consequence, asks the Commission to introduce the appropriate mechanisms to suspend payments in the event of non-compliance with this request; is not ready to propose any significant increases in funding to programmes without guarantees by the Member States that they will commit the appropriations; considers the acceptance of the concept of "disclosure statements" to be a condition for the European Parliament's consent to a new Interinstitutional Agreement on the Financial Perspective;

29. Avant la fin de l'an 2000, la Commission présentera une proposition visant à introduire l'obligation, pour toutes les sociétés cotées de l'Union, d'élaborer les informations financières qu'elles fournissent conformément aux normes IAS (approuvées) et prévoyant la possibilité, pour les États membres, de permettre (ou d'imposer) aux sociétés non cotées l'utilisation des normes IAS. Cette proposition définira également les règles de base du mécanisme d'approbation, les modalités de la transition, ainsi que le calendrier de mise en oeuvre, et contiendra une clause de révision pour permettre une évaluation de l'approche adoptée.
29. Before the end of 2000, the Commission will present proposals to introduce the requirement that all listed EU companies report in accordance with (endorsed) IAS and provide an option for Member States to allow (or require) unlisted companies to report in accordance with IAS. This proposal will also establish the basic rules of the endorsement mechanism, transitional modalities, the timetable for implementation, and a review clause to permit an assessment of the approach.
