In response to the changing challenges, the Union has updated its priorities for network and information security policy in a number of documents, including the 2006 Commission Communication A strategy for a Secure Information Society — Dialogue, partnership and empowerment, the Council Resolution of 2007 on a Strategy for a Secure Information Society in Europe, the 2009 Communication Critical Information Infrastructure Protection – ‘Protecting Europe from large scale cyber-attacks and disruptions: enhancing preparedness, security and resilience’, the 2009 Presidency Conclusions of the Ministerial Conference on Critical Information Infrastructure Protection (CIIP) in Tallinn, the Council Resolution of 2009 on a collaborative European approach to Network and Information Security, the 2011 Presidency Statement following the Ministerial Conference on CIIP in Balatonfüred and the 2011 Council conclusions on Critical Information Infrastructure Protection "Achievements and next steps: towards global cyber-security".

The EU-Mediterranean ministerial conferences regularly consider the complex issues around the environmental sustainability of the Mediterranean area, and – as part of the implementation of the outcomes of the two EU-Mediterranean ministerial conferences on environmental issues held in Helsinki in November 1997 and in Athens in July 2002 – efforts are being focussed on the laying down of a strategic framework and the promotion of a common approach and joint initiatives towards improving institutional and technical capacities in the region.

recalls the inaugural informal Ministerial Conference in April 2004 organised by the Irish Presidency to address the major challenge of “Communicating Europe” to its citizens and notes the synthesis document of the Conference as a good basis for further discussion; welcomes the forthcoming Dutch Presidency's intention to organise a follow-up informal Ministerial meeting in October 2004 to stimulate concrete communication efforts and actions of Member States and Institutions; stresses the crucial importance of addressing the communication challenge through a close partnership between Member States and institutions with a view to ensuring the cost-effective provision of information to the widest possible audience; recognises the need for targeted and timely EU information which is communicated to citizens in plain language and in an easily comprehensible, objective and relevant manner; calls on Member States and Institutions to explore how existing information provision services might be better communicated to citizens.

This additional corporate support has been directed towards building and enhancing management and administrative capacity, and includes: a departmental policy concerning cost recovery; an action-oriented management committee across the department to coordinate cost-recovery activities; internal operational reviews and assessments; a departmental centre for cost-recovery coordination; mechanisms to share information and to build networks among the programs; and activities to expand the skill sets of the program managers and staff involved in a cost-recovery program.
