According to the Commission Recommendation 2003/361/EC of 6 May 2003 concerning the definition of micro, small and medium-sized enterprises (5): (a) The category of micro, small and medium-sized enterprises (SMEs) is made up of enterprises which employ fewer than 250 persons and which have an annual turnover not exceeding EUR 50 million, and/or an annual balance sheet total not exceeding EUR 43 million (Annex, title 1, article 2(1)); (b) to remove from the category of SMEs groups of enterprises whose economic power may exceed that of genuine SMEs, a distinction should be made between various types of enterprises, depending on whether they are autonomous (paragraph 9 of introduction); (c) an ‘autonomous enterprise’ is any enterprise which is not classified as a linked enterprise (Annex, title 1, article 3(1)); and (d) a linked enterprise is one whose majority of the shareholders’ or members’ voting rights is held by another enterprise (Annex, title 1, article 3(3)(a)).

– (FR) I voted in favour of the report by my Finnish fellow Member Mr Virrankoski proposing to approve Draft amending budget No 6/2008 of the European Union for the financial year 2008, which includes the following: strengthening of the framework programme for Competitiveness and Innovation – Entrepreneurship and Innovation by increasing the commitment appropriations by EUR 3.9 million; an increase of EUR 2.24 million in commitment appropriations to cover, among other things, part of the rent and related costs of a new ‘Arc’ building for Eurojust; adjustments to the number of posts in three executive agencies; creation of the necessary budgetary structure to accommodate the Fuel Cells and Hydrogen Joint Undertaking (FCH JU), which is the fifth joint undertaking to be set up under the Seventh Framework Programme, and allocation of EUR 30 million in commitment appropriations and EUR 1.9 million in payment appropriations.

Recognises, in the context of this new spur to action by the Union, that the EIDHR can only work within the framework of an overall EU human rights and democratisation policy and should continue to be systematically and flexibly applied in the Wider Middle East and the neighbouring countries in Wider Europe, in particular given the increase of EUR 17.5 million in funds voted by Parliament in the 2004 budget, among other things to support and actively encourage the process of acting on the "Sana'a Declaration", and in other countries where host government consent is impossible; notes that aid funds are used for promoting democracy and human rights elsewhere;
