A l'initiative de Mme Edith Cresson, Commissaire européen en charge de la recherche, l'innovation, l'éducation, la formation et la jeunesse, la Commission européenne lancera sous peu un programme de recherche de 15 millions d'ECU visant à utiliser de nouvelles technologies pour détecter, identifier et désactiver des mines terrestres.
At the initiative of Commissioner Edith Cresson, responsible for research, innovation, education, training and youth, the European Commission will shortly launch a ECU 15 million research programme aimed at using new technologies to seek, identify and deactivate land-mines.

En ce qui concerne le support logistique, 10 camions danois, 12 camions britanniques et 32 fournis par ECHO ont été mis à la disposition de l'UNHCR pour assurer des distributions de secours en Bosnie-Herzégovine. 4. Suite à la décision du Conseil Affaires générales du 1er février 1993, approuvant les recommandations du rapport Warburton, la Commission a décidé d'allouer plusieurs aides visant à apporter un soutien aux femmes violées en ex-Yougoslavie et aux autres personnes atteintes de traumatismes psychologiques graves, pour un montant total de 2 millions d'ECU (voir note IP(93)285).
As regards logistical support, lorries - 10 Danish, 12 British and 32 from ECHO - have been made available to the UNHCR for the distribution of relief in Bosnia-Herzegovina. 4. Following the Council meeting of 1 February, which approved the recommendations of the Warburton Report, the Commission approved ECU 2 million for various aid packages to support rape victims in the former Yugoslavia and others suffering serious psychological trauma (see IP(93)285).

* Au vu des discussions qui ont eu lieu jusqu'à ce jour entre les parties, il est dès à présent possible d'indiquer des éléments de base du contenu du Memorandum Of Understanding, sur lesquels un consensus s'est dégagé : - Une action coordonnée pour promouvoir la norme D2-MAC sur format 16:9 en vue de l'introduction de la TVHD. - Des engagements réciproques, chiffrés et juridiquement contraignants, des signataires prévoyant, par exemple, le nombre minimal par type de postes TV à produire, les heures de programmes à diffuser, la disponibilité des satellites, etc. - Un système d'incitations, financé notamment par la Communauté, et visant en particulier à faciliter le "simulcast" et à soutenir le début des émissions en D2-MAC. La Commission envisage d'engager à cette fin, en tant que contribution communautaire, un montant de l'ordre de 100 millions d'ECU par an sur une période de cinq ans. - La création d'un consortium entre les parties signataires chargé de coordonner l'action promotionnelle, d'administrer les incitations communautaires et de veiller au respect des engagements pris par les parties.
* On the basis of the discussions which have so far taken place between the parties, it is possible to outline the main components of the memorandum of understanding on which consensus has already been reached: - coordinated action to promote the D2-MAC standard on a 16:9 format with a view to the introduction of HDTV; - legally-binding reciprocal undertakings by the signatories setting out, for example, the minimum number of each type of TV set to be produced, the number of programme hours to be broadcast, the availability of satellites, etc; - a system of incentives, financed mainly by the Community, aimed in particular at facilitating "simulcast" and supporting the startup of D2-MAC broadcasts: to this end the Commission intends to commit a Community contribution of some ECU 100 million a year over five years; - setting-up by the signatories of a consortium to coordinate promotional activities, to administer the Community incentives and to monitor compliance with the undertakings given by the various parties; - the memorandum of understanding would last for five years and be renewable; it would be open for signature by all interested parties (industry, private and public broadcasters, satellite and cable operators) and the Commission.

La Commission a adopté mardi 16 mai une proposition de décision du Conseil visant à ce que la Communauté accorde à l'Ukraine un prêt à la balance des paiements d'un montant maximal de 22O millions d'ECU et d'une durée maximale de 10 ans.
On 16 May the Commission adopted a proposal for a Council decision authorizing the Community to grant Ukraine a balance-of-payments loan of up to ECU 220 million for a maximum period of 10 years.

La Commission vient de décider un financement de 12 millions d'ECU sous forme d'aide non remboursable pour des projets visant à améliorer la situation économique et sociale des populations palestiniennes des Territoires Occupés (Cisjordanie et Bande de Gaza).
