Le présent règlement s’inscrit dans le cadre des mesures d’harmonisation fiscale prises pour achever le marché intérieur.
This regulation belongs to a series of tax harmonisation measures taken to complete the internal market.

reconnaît qu'au sein de l'Union européenne, la construction du marché intérieur sans une certaine harmonisation fiscale, notamment en matière d'impôt sur les sociétés et de définition des éléments de la protection sociale, a conduit, dans une certaine mesure, à une mise en concurrence excessive des États membres, qui cherchent à attirer des contribuables d'autres États membres; relève toutefois que l'un des grands avantages du marché intérieur a été la suppression des obstacles à la mobilité et l'harmonisation des règlements institutionnels, favorisant ainsi la compréhension des cultures, l'intégration, la croissance économique et la solidarité européenne;
Recognises that within the European Union the construction of the internal market without some tax harmonisation, notably regarding corporate taxes and a definition of the components of social protection, have led to some extent to excessive competition between Member States seeking to attract taxpayers from other Member States; notes, nevertheless, that one of the great advantages of the internal market has been the removal of barriers to mobility and the harmonization of institutional regulations, fostering cultural understanding, integration, economic growth and European solidarity;

Il convient de prévoir un régime de taxe sur la valeur ajoutée différent pour les importations dans la mesure nécessaire pour répondre aux objectifs de l’harmonisation fiscale.
Separate arrangements for value added tax should be laid down for imported goods to the extent necessary to comply with the objectives of tax harmonisation.

Malgré les efforts de la Commission pour harmoniser les pratiques et garantir la transparence, il est un fait qu’il existe une concurrence au niveau des mesures incitatives entre les régions et les États membres de l’UE, qui, conjuguée à l’absence d’harmonisation fiscale, favorise la délocalisation artificielle des entreprises.
In spite of the Commission’s efforts at harmonising practices and guaranteeing transparency, it is a fact that there is competition in terms of incentives between EU regions and Member States, which, along with the absence of tax harmonisation, foments the artificial relocation of companies.

(3) Les mesures d'harmonisation fiscale prises pour achever le marché intérieur doivent donc comporter la mise en place d'un système commun d'échange d'informations entre les États membres dans lequel les autorités administratives des États membres doivent se prêter mutuellement assistance et collaborer avec la Commission en vue d'assurer la bonne application de la TVA sur les livraisons de biens et les prestations de services, l'acquisition intracommunautaire de biens et l'importation de biens.
(3) The tax harmonisation measures taken to complete the internal market should therefore include the establishment of a common system for the exchange of information between the Member States whereby the Member States' administrative authorities are to assist each other and cooperate with the Commission in order to ensure the proper application of VAT on supplies of goods and services, intra-Community acquisition of goods and importation of goods.

These include, paragraph 3, which may be seen to suggest that the EU is not fully respecting the decision of the Irish people in their referendum to reject the Nice Treaty; paragraph 6 which recommends a controversial Convention model to take the negotiations forward to the next IGC; paragraph 25 which supports the tax package involving tax harmonisation and a withholding tax; paragraph 26 which recommends social-chapter-inspired works council measures; and paragraphs 33 and 34 which are supportive of an independent ESDP which could decouple us from NATO.
