Tony Tirabassi: Monsieur le président, nous soutenons qu'il n'est pas nécessaire d'ajouter qu'une négociation a deux paliers doit avoir lieu dans tel ou tel service ou dans telle ou telle partie d'un service, comme en fait état l'amendement, puisque la disposition législative prévoit déjà qu'il peut y avoir négociation à deux niveaux en ce qui concerne n'importe quel employé ou groupe d'employés de l'unité de négociation, comme le mentionne l'article 110 à la page 39 du projet de loi.
