In recognition of this link, the Common Agricultural Policy (CAP) and rural development provide instruments and measures to encourage GI and to enhance areas with a high nature value in the countryside. This applies to large-scale direct support for farmers in the CAP’s first pillar, preventing land abandonment and fragmentation, and to smaller-scale measures supported through rural development programmes in the second pillar, including non-productive investments, agro-environmental measures (e.g. farmed landscape conservation measures, maintaining and enhancing hedgerows, buffer strips, terraces, dry walls, sylvo-pastoral measures etc.), payments fostering the coherence of Natura 2000, cooperation on maintaining valuable field boundaries, and conserving and restoring rural heritage features.

Notes that energy reporting obligations as part of a framework are essential to evaluate the progress and implementation of existing energy efficiency legislation; regrets, however, the excessive energy reporting obligations imposed, also by gold-plating by Member States, on businesses, energy producers, consumers and public authorities, which limit the potential for growth and innovation; stresses that reporting duties should wherever possible be simplified in order to reduce administrative burdens and costs; criticises the fact that data obtained in reporting are often not comparable across the EU due to different breakdowns, methodologies and standards; calls on the Commission to reduce, including through digital solutions, the administrative burden related to reporting obligations and to establish more guidelines on data comparability for better data evaluation; calls for aligning energy demand projections in line with cost-effective saving potential in key sectors, and believes that cutting red tape will speed up the implementation of energy efficiency measures; notes that applying the ‘energy efficiency first’ principle requires reviewing energy planning and reporting and improving policy coherence in order to ensure their mutual reinforcement, recognising that saving energy is Europe’s first and most secure source of energy; notes that energy efficiency can be the best energy ‘source’ investment, improving affordability of energy, driving down the need for additional and costly supply-side infrastructure and helping tackle climate change.

calls on Member States to agree common standards for security features and secure issuing procedures for ID cards (December 2005), with detailed standards agreed as soon as possible thereafter; will develop further the ability to share visa information via the Visa Information System (VIS) and law-enforcement information via the second generation of the Schengen Information System (SISII), ensuring stronger and more flexible information systems to protect our external borders and internal security; will prioritise the roll-out of biometrics, i.e. facial recognition and fingerprinting of visa applicants under VIS to regions/countries of high risk; urges Member States to take a collaborative approach to the provision of biometric capacity to visa issuing posts; will revise and reinforce common standards on aviation security (end 2005), and urges Member States to implement agreed EU standards on maritime security and security at ports; will agree a European Programme on the protection of critical infrastructure, including where appropriate road and rail transport, by the end of 2005 to raise standards across Member States; calls on the Commission to bring forward the proposal on air line passenger name records by October 2005.

E. recognising that to protect critical infrastructure requires a consistent, cooperative partnership between the owners and operators of such infrastructure and Member State authorities; noting that analysing and managing risk in each infrastructure must be based on strict EU-set processes and standards; noting that the responsibility of managing risk within physical facilities, supply chains, information technologies and communication networks ultimately rests with the owners and operators who are in charge of the day to day running of those infrastructures; noting, however, that the EU and Member States should assist, instruct, support and monitor industry at all levels of public authority, including through financial and other incentives, as and when appropriate, to perform their obligations; noting, in this regard, that operators should be able to forward existing information to the authorities and that the latter take responsibility for analysing the information and devising appropriate security solutions in conjunction with the operators; whereas it is vital that the fundamental right to data protection is ensured at European and national levels in each individual case linked with these activities,
