1. This Regulation lays down detailed rules for the implementation of Regulation (EC) No 216/2008 concerning the criteria for establishing the amount of fines or periodic penalty payments, procedures for inquiries, associated measures and reporting, as well as rules of procedure for decision-making, including provisions on rights of defence, access to the file, legal representation, confidentiality and temporal provisions and the quantification and collection of fines and periodic penalty payments.

The remaining 10 amendments incorporated in part or in spirit are concerned with the precautionary principle (amendment 2), the protection of public health and ecosystems (amendment 6), the provision of information to operators and consumers (amendment 35), the exemption of genetically modified micro-organisms (GMMs) from the regulation’s scope (amendment 12), the receipt of pre-packaged products (amendment 24), sample checks and testing (quantitative and qualitative) (amendment 29), the use of comitology for guidance on sampling and testing, but without publication of such guidance (amendment 30), registers with information on GMOs (amendment 31) and the work of the Community Reference Laboratory (amendment 47).

Il s'agit d'amendements concernant principalement la prévention : l'amendement 60 propose quelques idées pour affranchir de la dépendance, en éradiquant ainsi le mal à la racine ; l'amendement 61 concerne les thérapies axées non pas sur l'administration de drogues mais avant tout sur l'assistance psychologique au malade toxicodépendant ; l'amendement 62 recommande beaucoup de prudence en matière d'accès aux aiguilles, aux préservatifs et aux seringues ; les amendements 63 et 64 parlent d'actions de prévention et de préparation, surtout pour les personnes chargées de mettre ces actions en œuvre.
They are amendments which relate, above all, to prevention. Amendment No 60 proposes some ideas for freeing addicts from their dependence, striking at the root of the evil. Amendment No 61 relates to treatments which are not based on drugs but which include a great deal of psychological help for the ill drug addict. Amendment No 62 recommends great caution in providing access to needles, condoms and syringes.

However, your rapporteur has felt it necessary to reinstate some of Parliament's demands concerning blood (amendments 41 and 98), marking of imported raw material intended for use as pet food (amendment 65), the separation of different premises (amendment 73), and the link between this regulation and the temporary ban on animal protein in animal feed (amendment 64).

(10) Le vote communautaire relatif à un amendement proposé de l'accord parallèle doit être déterminé conformément à la procédure appliquée pour l'approbation dudit accord. En ce qui concerne l'expression d'une objection à l'encontre d'un amendement de l'accord parallèle après le vote de consensus en faveur de l'amendement, eu égard aux contraintes fixées par ledit accord en matière de délais, la Commission peut prendre une décision sur la position communautaire par une procédure moins complexe.
(10) The Community vote regarding a proposed amendment to the Parallel Agreement should be determined in accordance with the procedure followed in order to approve that Agreement; with regard to the expression of an objection to an amendment to the Parallel Agreement after a consensus vote in favour of the amendment, taking account of the time constrains laid down in that Agreement, the Community position may be decided upon by the Commission in a less complex procedure.
