(27) Therefore, in order to safeguard the fundamental freedom to receive information and to ensure that the interests of viewers in the European Union are fully and properly protected, the Member States must ensure that those exercising exclusive rights concerning an event of major public interest should grant other broadcasters and authorised and recognised news agencies, where they are acting directly on behalf of authorised broadcasters, the right to use short extracts for the purpose of use in a general news program on fair, reasonable and non-discriminatory terms taking due account of other licensed rights.

3. Toutefois, dans des cas dûment justifiés et à condition que le programme concerné présente un intérêt communautaire manifeste, il peut être décidé, selon la procédure prévue à l'article 13, paragraphe 2, que l'organisation proposante prenne en charge toute la partie du financement non supportée par la Communauté.
3. However, where justified and provided that the programme is of manifest Community interest, it may be decided, in accordance with the procedure laid down in Article 13(2), that the proposing organisation will be responsible for all the financing not supplied by the Community.
