As the procedures necessary for the entry into force of this Arrangement between the European Union and the Republic of Iceland have been completed on 24 March 2014, this Arrangement will enter into force as far as the Republic of Iceland is concerned, in accordance with Article 7 of the Arrangement, on 1 May 2014.

It is in the interest of the Union that there be approved in an expeditious manner the requests for granting and/or extending the annual waivers relating to the introduction of the Harmonised Commodity Description and Coding System (so-called Harmonised System, HS) on 1 January 1988, and its first, second, third, fourth and fifth amendments, recommended by the Council of the World Customs Organization, respectively called ‘HS92 changes’ (entered into force on 1 January 1992), ‘HS96 changes’ (entered into force on 1 January 1996), ‘HS2002 changes’ (entered into force on 1 January 2002), ‘HS2007 changes’ (entered into force on 1 January 2007) and ‘HS2012 changes’ (will enter into force on 1 January 2012), as well as future HS amendments, which establish the obligation to introduce these changes to Members’ schedules of concessions (transposing schedules of tariff concessions into the HS nomenclature).

In the event that, pending the completion of the procedures necessary for the entry into force of this Agreement, the provisions of certain parts of this Agreement are put into effect by means of an Interim Agreement between the Community and the Republic of Tajikistan, the Parties agree that, in such circumstances, the term ‘date of entry into force of this Agreement’ shall mean the date of entry into force of the Interim Agreement.

1. As a transitional measure, and with respect to acts of the Union in the field of police cooperation and judicial cooperation in criminal matters which have been adopted before the entry into force of the Treaty of Lisbon, the powers of the institutions shall be the following at the date of entry into force of that Treaty: the powers of the Commission under Article 258 of the Treaty on the Functioning of the European Union shall not be applicable and the powers of the Court of Justice of the European Union under Title VI of the Treaty on European Union, in the version in force before the entry into force of the Treaty of Lisbon, shall remain the same, including where they have been accepted under Article 35(2) of the said Treaty on European Union.

5. L'application à l'aéroport de Gibraltar du présent règlement et des mesures visées à l'article 3 est suspendue jusqu'à l'entrée en vigueur des arrangements contenus dans la déclaration conjointe, du 2 décembre 1987, faite par les ministres des affaires étrangères du Royaume d'Espagne et du Royaume-Uni.
5. Application of this Regulation and of the measures referred to in Article 3 to Gibraltar airport shall be suspended until the arrangements included in the Joint Declaration made by the Foreign Ministers of the Kingdom of Spain and the United Kingdom on 2 December 1987 enter into operation.

4. Dès l’entrée en vigueur de la présente convention, les mesures de conservation et de gestion et les autres arrangements adoptés par la Commission conformément à la convention de 1949 restent en vigueur jusqu’à leur échéance ou leur abrogation par décision de la Commission ou leur remplacement par d’autres mesures ou arrangements adoptés conformément à la présente convention.
4. Upon the entry into force of this Convention, conservation and management measures and other arrangements adopted by the Commission under the 1949 Convention shall remain in force until such time as they expire, are terminated by a decision of the Commission, or are replaced by other measures or arrangements adopted pursuant to this Convention.
