In view of the analysis, the Commission asked Member States to report on "Existing national law establishing as a criminal offence the use of services which are the objects of exploitation of trafficking in human beings; who is precisely criminalised; if criminalisation for all forms of exploitation is envisaged; if legislation requires proving the element of knowledge that the person is a victim of trafficking and how it impacts the applicability of the legislation; what measures were taken to ensure that the public is aware of the law to ensure better implementation; available statistical data on prosecutions and convictions and hurdles faced; if there is no existing national law, what are the reasons and what alternatives are in place to fulfil the obligation of considering criminalisation; how they assess the impact of such laws and if they have relevant suggestions; what consultation processes are in place and; if they have commissioned any evaluation and research of such laws".

9. souligne qu'en matière d'exploitation pétrolière en RDC, le cadre législatif et réglementaire est caractérisé par son inadéquation et son inefficacité; invite le gouvernement de la RDC à défendre et à respecter les lois et règlements nationaux qui interdisent les activités préjudiciables à l'environnement telles que la prospection et l'exploitation pétrolières dans des zones protégées, y compris le parc des Virunga, et à combler les lacunes des projets de loi sur les hydrocarbures et la protection de la nature, qui autorisent la prospection et l'exploitation des ressources naturelles dans les parcs naturels nationaux et les sites du patrimoine mondial;

Stresses that the issue of oil exploitation in the DRC is marked by an inadequate and ineffective legislative and regulatory system; calls on the DRC Government to uphold and respect DRC law and regulations that prohibit environmentally harmful activities such as oil exploration and exploitation in protected areas including Virunga, and to close existing loopholes in the draft hydrocarbon and conservation laws that allow for the exploration and exploitation of natural resources in national parks and World Heritage Sites;

30. tout en reconnaissant les progrès notables réalisés au niveau institutionnel, invite instamment les autorités bosniaques à adopter la loi sur l'enseignement supérieur au niveau national et à se concentrer sur la mise en œuvre intégrale des lois-cadres dans le domaine de l'éducation, ce qui permettra de réduire l'éclatement du système éducatif; et à prendre, en exploitant pleinement le partenariat européen, des mesures pour améliorer la qualité globale de l'éducation en répondant aux besoins du marché du travail et aux objectifs du processus de Bologne, de même qu'à mettre en place, avec l'aide de l'UE, des programmes de formation et de recyclage des personnes confrontées au chômage de longue durée; préconise la mise en œuvre de programmes d'échanges internationaux d'étudiants entre toutes les universités bosniaques et les États membres de l'UE, en exploitant les programmes et réseaux existants de l'UE; souligne qu'il est nécessaire que le nombre d'étudiants, de professeurs et de chercheurs participant aux programmes de mobilité de l'UE augmente considérablement;
30. While recognizing the progress made at the institutional level, urges the BiH authorities to adopt the Law on Higher Education at the State level and to focus on the full implementation of the framework laws in the field of education, thereby reducing the fragmentation of the educational system; by making full use of the European Partnership, take measures to improve the overall quality of education meeting the needs of the labour market and the standards of the Bologna process as well as install schemes, with EU assistance, for training and re-skilling of persons faced with long-term unemployment; encourages the implementation of international student exchange programmes between all BiH universities and EU Member States, by making use of existing EU programmes and networks; stresses the need for a significant increase in the numbers of students, teachers and researchers participating in EU mobility programmes;
