S'il est encore trop tôt pour tirer des conclusions d'ordre général sur la mise en œuvre des objectifs de développement durable inclus dans les accords commerciaux de l'UE, étant donné qu'il s'agit d'une pratique relativement récente, il existe déjà de nombreux exemples de collaboration positive sur des questions allant au-delà de la libéralisation des échanges rendue possible par ces accords. While it is too early to draw general conclusions on the implementation of sustainable development goals included in the EU trade agreements, given this is a relatively recent practice, there are already numerous examples of positive collaboration on issues going beyond trade liberalisation that have been made possible thanks to these agreements.The EU could for instance engage on issues such as freedom of association, violence against members of trade unions, child labour, labour inspections, collective bargaining, tripartite consultation, and health and safety at work.

Question No. 413 Mr. Hoang Mai: With regard to the Canada Revenue Agency’s (CRA) response to the provisions of the Internal Revenue Service (IRS) regarding the Foreign Account Tax Compliance Act (FATCA): (a) according to the government’s analysis, do the FATCA provisions comply with the provisions of the Convention Between Canada and the United States of America With Respect to Taxes on Income and on Capital and its amending Protocol (2007); (b) how many citizens from the United States of America will be affected by FATCA, (ii) are there specific Canadian exemptions to FATCA; (c) has Canada negotiated with United States Treasury officials or the IRS following the announcement of FATCA provisions, (i) at what time was the government made aware of these provisions, (ii) how long did it take Canada to respond to the initial creation of FATCA and its implementation, (iii) are there ongoing negotiations in this regard; (d) will Canada inform dual citizens about FATCA and, if so, (i) how, (ii) at what time, (iii) what department or agencies will be responsible; (e) has the government conducted any studies or mandated a task force to look into how much FATCA will cost Canadians and, if so, what are the cost implications resulting from the additional regulations and demands, (i) for the government, (ii) for the CRA, (iii) for Canadian banks, (iv) who will absorb these costs, (v) are there other types of non-financial costs such as efficiency or fairness reductions; (f) which Canadian civil liberties associations or other types of association has the government met with to discuss the privacy implications of FATCA and what actions will the government undertake to protect the fundamental civil liberties of all Canadians in this regard; (g) according to the government’s analysis, do the FATCA provisions comply with the provisions of the Privacy Act or the Personal Information Protection and Electronic Documents Act, and if so, which department undertook this assesment; ...

Third, the Kaska Nation suggests the addition of three clauses to the preamble: one, a clause that specifically states that nothing in the charter abrogates or derogates from aboriginal treaties or other rights of aboriginal peoples, in particular any rights or freedoms relating to the exercise of the protection of their languages, cultures, and traditions; second, a clause affirming self-government as an existing right protected under section 35 of the Constitution Act, 1982; and third, a clause recognizing a continuing fiduciary relationship between the Crown and aboriginal peoples.

The current EU GSP regime already contains special incentive arrangements for the protection of labour rights, providing with additional advantages to qualifying countries; it also provides for the possibility to withdraw GSP benefits to countries which engage - among other practices - in serious and systematic violation of the freedom of association, the right of collective bargaining or the use of child labour.

2. 2. Objectives Among the objectives already identified in the draft UN political declaration ahead of the Social Summit, the EU, taking into account the guidelines established in the White Paper on social policy, should above all strive : (a) multilaterally - to secure a commitment from all countries to set and phase in social development objectives in accordance with their level of development. These would relate to: food, primary education, housing, access to drinking water and basic health facilities, schooling, health, jobs, equitable access to the market and to productive resources, the gradual development of social protection systems, higher education and continuing training; - to advance social rights by encouraging countries to ratify ILO agreements, particularly those on the freedom of association and collective bargaining, and on child labour and forced labour, and ensuring compliance with them.
