IN-CONTEXT TRANSLATIONS

In cooperation with the Member States, the Commission and the High Representative will: · Work towards a coherent EU International cyberspace policy to increase engagement with key international partners and organisations, to mainstream cyber issues into CFSP, and to improve coordination of global cyber issues; · Support the development of norms of behaviour and confidence building measures in cybersecurity. Facilitate dialogues on how to apply existing international law in cyberspace and promote the Budapest Convention to address cybercrime; · Support the promotion and protection of fundamental rights, including access to information and freedom of expression, focusing on: a) developing new public guidelines on freedom of expression online and offline; b) monitoring the export of products or services that might be used for censorship or mass surveillance online; c) developing measures and tools to expand Internet access, openness and resilience to address censorship or mass surveillance by communication technology; d) empowering stakeholders to use communication technology to promote fundamental rights; · Engage with international partners and organisations, the private sector and civil society to support global capacity-building in third countries to improve access to information and to an open Internet, to prevent and counter cyber threats, including accidental events, cybercrime and cyber terrorism, and to develop donor coordination for steering capacity-building efforts; · Utilise different EU aid instruments for cybersecurity capacity building, including assisting the training of law enforcement, judicial and technical personnel to address cyber threats; as well as supporting the creation of relevant national policies, strategies and institutions in third countries; · Increase policy coordination and information sharing through the international Critical Information Infrastructure Protection networks such as the Meridian network, cooperation among NIS ...

La présente proposition est étroitement liée à la directive 2013/48/UE relative au droit d’accès à un avocat et elle vise à permettre l'effectivité du droit d’accès à un avocat consacré par ladite directive aux premiers stades de la procédure pour les suspects et les personnes poursuivies privés de liberté; elle a également pour objet de garantir que les personnes dont la remise est demandée dans le cadre de procédures relatives au mandat d’arrêt européen aient accès à l'aide juridictionnelle afin de garantir leur droit d’accès à un avocat tant dans l’État membre d’exécution que dans celui d’émission («droit à une double défense»).
6. The current proposal is closely linked to Directive 2013/48/EU on the right of access to a lawyer and it aims to contributing to rendering effective the right on access to a lawyer provided for in that Directive at the early stages of the proceedings for suspects or accused persons deprived of liberty and to ensure that requested persons in European arrest warrant proceedings have access to legal aid to ensure the right of access to a lawyer in both the executing and issuing Member State ("right of dual defence").

20. The objective of the Directive is to ensure that suspects or accused persons in criminal proceedings who are deprived of liberty and persons subject to European arrest warrant proceedings have access to legal aid to render effective their right of access to a lawyer as provided for in the Directive on the right of access to a lawyer.
