Considers it vital to improve the current forms of programming and partnership, making use of the experience gained from the Leader initiatives, particularly as regards their ability to revive local areas and their clear target of developing social and human potential in rural areas, and also to strengthen dialogue and coordination between producer organisations and other local/regional economic players; if these objectives are to be achieved, significant additional resources must be made available, over and above the amounts currently available under the Leader initiative;

Dans ce contexte, nous avons déploré en commission des crédits consacrés au développement rural et appuyé les amendements demandant une augmentation du budget pour cette initiative communautaire, afin qu’elle soit en adéquation avec les précédentes initiatives Leader I et Leader II. Comparé à cette dernière initiative qui avait une durée limitée à 6 ans, le budget alloué à Leader +, pour une durée de 7 ans, est de 50 %.
In this context, in committee we regretted the paltry funding allotted to rural development and supported the amendments calling for an increased budget for this Community initiative so that it matches the previous LEADER I and LEADER II initiatives. The budget allocated to LEADER + for a period of seven years is half that allocated to LEADER II for a period of six years.

FISCHLER a également décidé, à la suite d'un appel d'offres, du choix d'un organisme qui assistera la Commission dans la mise en oeuvre de l'Observatoire Européen de l'Innovation et du Développement Rural et assurera une série de tâches administratives et d'animation liées au fonctionnement du Réseau Européen du Développement Rural autour duquel s'articule l'ensemble de l'Initiative LEADER II. Les prestations fournies par cet organisme seront les suivantes : - recueil, mise en forme et diffusion d'informations concernant, d'une part, l'ensemble des actions communautaires en faveur du développement rural et, d'autre part, les actions innovantes et démonstratives financées par l'Initiative LEADER II ou par d'autres sources - exploitation et mise en forme du travail d'évaluation attaché à chaque programme LEADER II régional ou national - animation du Réseau Européen du Développement Rural, par des techniques de communication avancées (courrier électronique), différentes publications, des rencontres et manifestations et par l'appui technique à des réseaux nationaux et d'organisations non gouvernementales nécessaires au bon fonctionnement de LEADER II - assistance technique aux administrations et aux collectivités territoriales dans le domaine du développement rural - assistance technique pour faciliter le montage des actions de coopération rurale transnationale prévues dans le cadre de LEADER II Commentant ces décisions, M. European network for rural development At the same time as approving the first Leader II programmes, Mr Fischler also decided, as the result of a call for tenders, on the choice of a body which will assist the Commission in setting up the European Observatory for innovation and rural development and will take on a series of administrative and coordination tasks connected with the operation of the European Network for rural development which is the focus for the Leader II Initiative. The benefits provided by this body will be as follows: - collecting, preparing and disseminating information concerning, firstly, all the Community actions for rural development and, secondly, the innovative and demonstration schemes financed by the Leader II Initiative or from other sources; - making use of and processing the evaluation work relating to each regional or national Leader II programme; - running the European Network for rural development, through the medium of advanced communication techniques (electronic mail), various publications, meetings and events, and providing technical support for national networks and non-governmental organizations necessary for the smooth operation of Leader II; - providing technical assistance to government services and regional and local authorities in the field of rural development; - providing technical assistance to facilitate the launching of transnational rural cooperation projects planned under Leader II. Commenting on these decisions, Mr Fischler said: "I am happy to see Leader II, the new Community Initiative for rural development, now taking shape. I wish it all success, just as Leader I was successful.

Le thème sera : REUSSIR LEADER Leader est un programme des fonds structurels (FEOGA orientation, Fonds Régional et Fonds Social) doté de 400 MECU qui vise à soutenir les initiatives collectives de développement rural prises par les communautés locales elles-mêmes, en leur accordant une contribution financière pour la mise en oeuvre de leur projet de développement et en assurant la mise en réseau des 213 groupes responsables des projets locaux LEADER qui ont été sélectionnés dans la Communauté (régions des objectifs 1 et 5B).
The theme will be : MAKING LEADER A SUCCESS LEADER is a programme under the Structural Funds (EAGGF-Guidance, Regional Fund and Social Fund) to which 400 MECU has been allocated, aimed at supporting collective rural development initiatives undertaken by local communities themselves, by giving them financial contributions for the implementation of their development projects and by setting up a network of the 213 groups responsible for the local LEADER projects which have been selected in the E.C (objective 1 and 5b regions).
