TRADUCTIONS EN CONTEXTE

D. considérant que, conformément aux directives de négociation du Conseil concernant le partenariat transatlantique de commerce et d'investissement, l'objectif de l'accord est d'accroître le commerce et les investissements entre l'Union et les États-Unis afin de générer de nouvelles possibilités économiques en matière d'emploi et de croissance grâce à un accès accru au marché et à une meilleure compatibilité réglementaire, en supprimant les obstacles réglementaires superflus et en ouvrant la voie à des normes mondiales, tout en reconnaissant que le développement durable est l'un des objectifs principaux des parties et que ces dernières ne favoriseront pas les échanges ou les investissements directs étrangers en réduisant la portée de la législation et des normes internes en matière d'environnement, de santé et de sécurité; considérant que la Commission européenne et le président Barack Obama ont publiquement déclaré, à de nombreuses reprises, qu'aucun abaissement des normes n'aura lieu, ni d'un côté ni de l'autre de l'Atlantique;
D. whereas according to the Council Directives for the negotiation on the TTIP, the objective of the Agreement is to increase trade and investment between the EU and the US in order to generate new economic opportunities for the creation of jobs and growth through increased market access and greater regulatory compatibility, by eliminating unnecessary regulatory obstacles to trade and setting the path for global standards, while recognising that sustainable development is an overarching objective of the Parties, and that the Parties will not encourage trade or foreign direct investment by lowering domestic environmental, health and safety legislation and standards; whereas the European Commission and President Obama have stated, in public, on numerous occasions that standards will not be lowered on either side of the Atlantic;

(3 bis) La politique et la législation de l'Union relatives au thon rouge de l'Atlantique doivent être conformes à la directive 2008/56/CE du Parlement européen et du Conseil du 17 juin 2008 établissant un cadre d'action communautaire dans le domaine de la politique pour le milieu marin (directive-cadre "stratégie pour le milieu marin") et à la décision 2010/477/UE de la Commission du 1 septembre 2010 relative aux critères et aux normes méthodologiques concernant le bon état écologique des eaux marines, qui demande aux États membres de prendre des mesures afin de s'assurer que la biomasse du stock reproducteur de l'ensemble des populations des espèces de poissons exploitées à des fins commerciales, y compris le thon rouge, égale ou dépasse une biomasse du stock reproducteur correspondant à la production maximale équilibrée d'ici à 2020 au plus tard.
(3a) Union policy and legislation in relation to bluefin tuna should be consistent with Directive 2008/56/EC of the European Parliament and of the Council of 17 June 2008 establishing a framework for community action in the field of marine environmental policy (Marine Strategy Framework Directive) and Commission Decision 2010/477/EU of 1 September 2010 on criteria and methodological standards on good environmental status of marine waters, which require Member States to take action to ensure that, by 2020, at the latest, the spawning stock biomass of all populations of commercially exploited fish, including bluefin tuna, is at or above the spawning stock biomass associated with maximum sustainable yield.

Alors qu'il aurait pu tout simplement amender le Code criminel pour interdire certaines pratiques, notamment le commerce des embryons, des ovules, voilà que le gouvernement crée une agence nationale, de l'Atlantique au Pacifique, une autre, encore une autre, encore une autre de trop qui va servir à édicter des normes aux provinces, alors que celles-ci devraient les définir elles-mêmes.
While it could simply have amended the Criminal Code to prohibit certain practices, such as the trade of embryos and ova, the government creates another useless national agency, which will impose standards from coast to coast, instead of letting the provinces define these standards themselves.
