Infractions – La Commission européenne a décidé aujourd'hui d'adresser à la Hongrie une lettre de mise en demeure concernant la nouvelle loi hongroise relative aux ONG bénéficiant de capitaux étrangers, adoptée le 13 juin dernier.
Infringements - Today, the European Commission decided to send a letter of formal notice to Hungary for its new law on foreign-funded NGOs adopted on 13 June.

Compte tenu de la gravité de la menace et du besoin, en particulier, d’endiguer le flux de combattants terroristes étrangers, il est nécessaire d’ériger en infraction pénale le fait de voyager à l’étranger à des fins de terrorisme, c’est-à-dire non seulement le fait de commettre des infractions terroristes et de dispenser ou de recevoir un entraînement au terrorisme, mais également le fait de participer aux activités d’un groupe terroriste.
Considering the seriousness of the threat and the need, in particular, to stem the flow of foreign terrorist fighters, it is necessary to criminalise outbound travelling for the purpose of terrorism, namely not only the commission of terrorist offences and providing or receiving training but also the participation in the activities of a terrorist group.

Furthermore, along with their competency when an offence is committed on their territory or by one of their nationals, Member States may also extend their competency to offences committed abroad when the offender of the crime regularly resides in their territory, or if the offence has been committed on behalf of a legal person established in their territory, and also when the victim is one of their citizens.
