The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. Definition: A transient disorder that develops in an individual without any other apparent mental disorder in response to exceptional physical and mental stress and that usually subsides within hours or days. Individual vulnerability and coping capacity play a role in the occurrence and severity of acute stress reactions. G. whereas although Burmese President U Thein Sein pledged in a speech on 6 May 2013 that his government would ensure the basic rights of Muslims in Rakhine state, and although he has taken some steps to expand civil liberties in the country, the dramatic situation of the Rohingyas, and of inter-ethnic relations overall, has the potential to undermine the entire reform process in Burma/Myanmar; whereas credible independent reports point to the complicity of the Burmese authorities in crimes against humanity targeting the Rohingya population that have resulted in Rakhine state largely being segregated along religious lines;

10. invite instamment le gouvernement de Birmanie/du Myanmar à autoriser le rapporteur spécial des Nations unies sur les droits de l'homme au Myanmar à conduire une enquête indépendante sur les exactions commises dans l'État de Rakhine et à permettre au HCH d'établir, en Birmanie/au Myanmar, un bureau doté d'un plein mandat de protection, de promotion et d'assistance technique, ainsi que des antennes dans les États de l'ensemble du pays, y compris l'État de Rakhine;
