Stresses the importance of the Union for the Mediterranean as a permanent forum for dialogue and cooperation and an instrument for the promotion of democracy; urges the (upcoming) co-presidency of Union for the Mediterranean to remain committed to the ambitious objectives initially set up and to contribute to the effective implementation of the European Neighbourhood Policy in the Mediterranean region; takes the view that the UfM should promote sound economic, social and democratic development and create a strong and common basis for a close regional cooperation between the EU and its Southern neighbours; welcomes the opportunity offered by the UfM to strengthen complementarity between bilateral policies and regional policies, in order to achieve more effectively the goals of Euro-Mediterranean cooperation, based on the mutual recognition of common values and on the establishment of an area of peace, security, and prosperity; welcomes in particular the commitment of the new Secretary General of the Union to work and bring forward UfM projects in the areas of democracy and civil society; regarding the current state of play, welcomes the increase in the overall budget of the Neighbourhood Investment Facility;

8. prend acte de la révision prévue des directives sur l'adéquation des fonds propres; invite la Commission à veiller à convenablement traiter la question de la complète consolidation des entités hors-bilan; estime qu'il faut traiter la question des établissements financiers "trop gros pour faire faillite" et que, par conséquent, les exigences en fonds propres et en liquidités, ainsi que les mécanismes contre-cycliques, devraient être proportionnés à la taille, au niveau de risque et au modèle économique de l'établissement financier; juge que toute période de transition ou possibilité de maintien des droits acquis offerte au secteur bancaire pour appliquer les nouvelles normes devrait être subordonnée à l'application de restrictions à la distribution de dividendes et de primes ainsi qu'à la mise en place d'objectifs ambitieux en matière d'octroi de crédits à l'économie réelle;

Takes note on the foreseen revision of the Capital Requirement directives; calls the Commission to ensure that the issue of full consolidation of off-balance sheet entities is properly tackled; is of the view that the issue of "too big to fail" financial institutions must be addressed, which means therefore that capital and liquidity requirements as well as countercyclical buffers should be proportionate to the size, level of risk and business model of a financial institution; deems that any transitional period or grandfathering granted to the banking sector for the implementation of the new standards should be conditioned to the implementation of restrictions on the distribution of dividends and bonuses as well as to the establishment of ambitious targets regarding the distribution of credit to the real economy;
